"Within a year, we expect to have a significant increase in beneficiaries of social minima," recognizes Jean-Charles Piteau.

While the health crisis due to the coronavirus epidemic is far from over, the director of the Haute-Garonne family allowance fund is already seeing the signs of the economic crisis that will affect the department.

Over the first six months of the year, the number of beneficiaries increased by 9%, from 33,700 to 37,000.

And they could flow in a few months, after a passage through Pôle emploi.

And if usually, the flourishing activity of aeronautics in Toulouse made it easier for job seekers to find a fixed-term contract or a temporary assignment, the fall in air traffic means that the situation has changed a lot.

Increased activity premium

These first visible signs of the social and economic crisis are also reflected at CAF by an increase in the number of beneficiaries of the activity bonus.

After the “yellow vests” crisis and the widening of access criteria, the amount of allowances paid rose from 130 million to 227 million euros in Haute-Garonne.

If it affected 24,500 more people in 2019, between January and July the number of people receiving it rose from 97,000 to 103,000, or three times more than the RSA.

“This is one of the effects of partial unemployment, which will impact us,” explains Jean-Charles Piteau.
