Lebanese President Michel Aoun declared on Monday September 21 that he saw no solution as it stood to allow the formation of a new government, while the blockage persists around the issue of the finance portfolio, which the Shiite tandem composed Hezbollah and the Amal movement refuse to give in.

"As positions have hardened, it seems that there is no solution in the near horizon," said the head of state in a televised address, extracts of which were broadcast on the Twitter account of the presidency.

To break the deadlock, Michel Aoun proposed to remove the distribution of sovereign ministries according to confessional criteria.

"I propose removing the community distribution of so-called sovereign portfolios and not devoting them to specific communities, so that skills and the ability to succeed, and not community membership, are the only criteria for choosing ministers" , he said during a press briefing at the presidential palace in Baabda.

This proposal comes as the Prime Minister designate, Moustapha Adib, has been trying for three weeks to form a cabinet.

In vain, despite the efforts of France, very invested in Lebanon since the double explosion of August 4 at the port of Beirut.

The various political camps had nevertheless undertaken to bring the negotiations to a successful conclusion with a view to forming a government within 15 days, announced by French President Emmanuel Macron on September 1 during his visit to Beirut.
