Sino-Singapore Jingwei Client, September 22nd (Xiong Siyi) Ding Dong!

Mid-Autumn Festival and National Day are coming, you have a benefit to be checked!

A few days ago, the Shanghai Federation of Trade Unions issued a document clarifying that in 2020, a one-time increase in union funds will be issued to all members for holiday condolences, and the standard shall not exceed 500 yuan per person.

As soon as the news was released, netizens expressed their "envious", but in fact, you can also receive this holiday condolences!

20 provinces have clear distribution standards

According to the "Administrative Measures for Funds Revenue and Expenditure of Grassroots Trade Unions" issued by the General Office of the All-China Federation of Trade Unions, grassroots trade unions can issue holiday condolences to all members during the holidays.

New Year's Day refers to the statutory holidays stipulated by the state (ie, New Year, Spring Festival, Qingming Festival, Labor Day, Dragon Boat Festival, Mid-Autumn Festival and National Day) and ethnic minority holidays approved by the people's government at or above the autonomous region.

According to incomplete statistics from the Sino-Singapore Jingwei Client, as of now, at least 20 provinces have specified the standard for issuing holiday condolences.

According to the upper limit of the standard of condolences, Guangdong ranks in the forefront of the country with "the annual total amount generally does not exceed 2500 yuan per capita".

However, Guangdong requires that the proportion of annual expenditures for grass-roots trade unions distributing holiday condolences to all members does not exceed 40% of the budgetary expenditures of the trade unions at the current level, or choose to control it within 50% of the funds retained by the grassroots trade unions.

The five provinces of Hunan, Shaanxi, Gansu, Shandong, and Qinghai also have relatively high standards for festival condolences. They are: no more than 2,100 yuan per person per year, no more than 2,200 yuan per person per year, no more than 2,000 yuan per person per year, per person No more than 2,000 yuan per year, no more than 2,000 yuan per person per year.

The upper limit of the standard of Tianjin festival condolences is relatively low. According to the data released by Tianjin in June 2019, it is no more than 1,000 yuan per person per year.

Unlike the above-mentioned provinces, Guizhou does not specify an annual total limit, but instead imposes a limit on a single quota.

In February 2018, Guizhou made it clear that grass-roots trade unions can issue holiday condolences to all members during the holidays.

The distribution standard is no more than 500 yuan per person for the Spring Festival, and no more than 200 yuan per person for other statutory holidays and ethnic minority festivals that meet the requirements.

5 provinces raise the standard ceiling

In addition to Shanghai, at least five provinces such as Inner Mongolia, Hubei, Shaanxi, Fujian and Shandong have raised the upper limit of festival condolences to varying degrees in recent years. In January 2019, Shaanxi set the upper limit of the standard for the distribution of condolences to all members by grassroots trade unions during the New Year. Increase by 700 yuan to no more than 2,200 yuan per person per year.

In an interview with the Sino-Singapore Jingwei Client, Su Jian, director of the National Economic Research Center of Peking University, said that there are two reasons for increasing employee welfare standards in many places. One is economic development. If the original standard is still maintained, it will appear to be low; It is because if the quota is too small, it will not be able to reflect the care of the union.

The well-known economist Song Qinghui analyzed to the Sino-Singapore Jingwei client that many places have moderately raised the standard of employee welfare based on rising prices.

From an economic point of view, when prices rise, welfare will naturally rise, which is in line with the basic laws of economic development.

Jiang Han, a senior researcher at Pangu Think Tank, told Sino-Singapore Jingwei Client that many places, especially enterprises and public institutions, have improved their employee benefits to better retain people and help localities establish a better talent training and retention mechanism. Has a closely related role.

The Sino-Singapore Jingwei Client also noticed that in the first half of this year, some regions distributed year-round holiday condolences at the beginning of the year.

As required by the notice issued by Hunan in March, the province’s government agencies, enterprises, and institutions’ unions will pay the undistributed part of the relevant holiday condolences that can be issued throughout the year, plus the special condolences paid by the Provincial Federation of Trade Unions for fighting the epidemic, in the form of consumer vouchers in advance. The holiday condolences paid this year will not be reissued.

Employees and union members should finish their consumption by 24:00 on May 5th.

In addition, in April this year, Guizhou issued a one-time payment in advance of the unpaid part of the annual union welfare fees that can be issued throughout the year; Shandong also issued a notice in April stating that grassroots unions can use delivery coupons to issue holiday condolences to all members in advance.

In this regard, Su Jian said that from the perspective of promoting consumption, it is obviously helpful for the annual welfare to be distributed at the beginning of the year.

Because the money is obtained earlier, the people can spend the money more freely at the right time. On the one hand, it improves the efficiency of expenditure, and on the other hand, it can also make the function of promoting consumption better realized.

Jiang Han pointed out that in a sense, the centralized distribution model can give employees better benefits and treatment.

If it is distributed to various festivals, it may result in not many employee benefits in each festival, but centralized distribution can make the single amount more, and it can also make the choice of benefits larger, so in some places It has begun to explore the mode of centralized distribution.

Jiang Han also said that we must not overcorrect for the sake of anti-corruption and advocacy, but also take into account the welfare of employees.

Su Jian also believes that the festival welfare itself is in line with Chinese traditions. As long as the source of funds is proper and the method of disbursement is appropriate, there is no problem.
