  On September 17, Zhang Yuhuan, his family, and his lawyer, Shang Manqing, sent materials to the Supreme People’s Procuratorate, the CPC Central Political and Law Commission, and the National Supervisory Commission to the three ministries and commissions concerning the accusation and investigation of the Zhang Yuhuan case.

Shang Manqing told The Paper (www.thepaper.cn) that after Zhang Yuhuan's redress of the grievances, the state compensation application is already in progress, and the accountability procedure should be initiated in due course.

  The Paper noted that in the complaint letter signed by Zhang Yuhuan and his 6 family members, the accused included 16 case handlers that year.

Among them, there are 8 police officers from the Jinxian County Public Security Bureau of Nanchang City, 1 prosecutor from the Nanchang City Procuratorate, and 7 judges from the Nanchang Intermediate Court and Jiangxi High Court.

Zhang Yuhuan stated that the above-mentioned personnel were suspected of negligence of duty in the course of handling the case, and requested the relevant departments to investigate the criminal responsibility for causing unjust, false and wrong cases, and also to investigate the relevant personnel for their violations of party discipline.

  The Paper previously reported that on October 24, 1993, Zhang Zhenrong and Zhang Zhenwei, boys in Zhangjia Village, Huangling Township, Jinxian County, Nanchang City, Jiangxi Province, were killed, and their neighbor Zhang Yuhuan was identified by the police as suspects.

On January 26, 1995, the first-instance judgment of Nanchang Intermediate People's Court found that Zhang Yuhuan killed two neighboring boys and threw them into the reservoir by hand, string, and stick. He was guilty of intentional homicide and sentenced to death with a two-year reprieve.

  Because of dissatisfaction with the verdict, Zhang Yuhuan appealed.

On March 30, 1995, the Jiangxi Higher People's Court ruled to revoke the original judgment and remand it for retrial on the grounds of unclear facts and insufficient evidence.

On November 7, 2001, the Nanchang Intermediate People's Court reconfirmed that the case had "clear basic facts and sufficient basic evidence" and issued a judgment with the same result as the original first-instance judgment.

  Zhang Yuhuan still refused to accept and appealed again.

On November 28, 2001, the Jiangxi Higher People's Court made a final ruling: the appeal was rejected and the original judgment was upheld.

After being imprisoned, Zhang Yuhuan insisted on calling for injustice.

Until August 4 this year, Jiangxi Higher People's Court pronounced on the case in a retrial and finally declared Zhang Yuhuan innocent.

  On September 16, Zhang Yuhuan and his mother Zhang Binglian, ex-wife Song Xiaonu, son Zhang Baogang, Zhang Baoren, eldest brother Zhang Minqiang, and sister Zhang Danyu signed the complaint letter, and on the morning of September 17, they signed the complaint to the Supreme People’s Procuratorate, the CPC Central Committee for Political Affairs and the State Supervision Sent by the three ministries of the committee.

  Zhang Yuhuan wrote in the complaint letter that he was wrongly convicted and lost his personal freedom for 27 years, which was directly related to the illegal handling of cases by the public security and judicial organs.

  Zhang Yuhuan stated that on October 27, 1993, he was taken away by police from Jinxian County Public Security Bureau Wu Moucai and others for investigation. During this period, he was interrogated 24 hours a day for six consecutive days and six nights without evidence. The investigators used methods such as hanging, squatting, shooting with stun guns, and release of wolfdog bites to force him to fabricate the killing process and were suspected of extracting a confession by torture.
