It was decided to extend the similarity to the "regions" of higher education, so that the heads of Russian universities would be responsible for the level of prosperity of those who are at the forefront of science and the preparation of the country's valuable human resources with their ruble.

Speaking to the State Duma deputies, Minister of Science and Higher Education Valery Falkov voiced a proposal to tie the awards of university rectors to the number of teachers who receive two average salaries in the region's economy.

This gives due acceleration in the implementation of the presidential decision on the remuneration of workers in higher education.

Otherwise, we get such a formalism as the average salary at a university.

It provokes a one-sided trend towards an increase in wages only for employees of administrative positions, while the rank and file, who are directly involved in teaching, remain on the sidelines and on the residual principle of financing.

Because of this, the university administrative nomenclature is growing by leaps and bounds, absorbing wage funds.

Higher education is becoming overgrown with bureaucracy, while everything is smooth and beautiful in the reports.

The reality is that, according to the speaker of the State Duma Vyacheslav Volodin, “we have no queues in universities to go to work as an assistant, and they don’t want to go to work as associate professors”.

He added that "the situation is developing in such a way that the salary of an assistant, associate professor is several times less, and sometimes up to 15 times, than the salary of the rector, vice-rector."

Such a tilt can lead to the fact that Russian higher education generally falls on the administrative side, becomes ineffective and incompetent.

Therefore, it is proposed to motivate the heads of universities to improve the welfare of the teaching staff.

To make this strategic direction a bonus criterion on which the rector's bonus-bonus would depend.

To make it dependent not on the indicator as a whole for the team, but on the number of university employees from the category of the teaching staff who actually receive this salary.

The Ministry of Science, with the support of the lower house of parliament, will make the necessary changes to the rules for paying bonuses to university leaders.

Moreover, this should be extended to all Russian higher educational institutions.

The significant difference in the salaries of the management and teachers of Russian universities has long been discussed.

There is the same multiple abyss that hardly contributes to the development of Russian higher education and science, provokes social tension.

Moreover, this conversation and comparison with the statement of injustice is a signal to other spheres of the economy and enterprises, where top managers and managers receive sky-high salaries and bonuses, while other employees, including valuable personnel, earn that the average temperature in the hospital, far from prestigious.

A young man who went to science, to a higher school, if not an ascetic, then he commits a very important civil act.

The authorities are obliged to think over a system of incentives and motivations in order to keep them there, so that, having given themselves to this cause, they feel like the state in its bosom.

This is now at the forefront.

The authorities are closely engaged in demographic issues, the younger generation began to try to lead the child from birth, to support at school, at least through the same initiative of hot meals for primary school students.

Further, there are already questions of entering adulthood, the level of training of specialists, solving the problem of personnel shortage, and it is now extremely acute in many spheres and branches of the economy.

All these are obvious and important things, indicating that now Russia is going to make a breakthrough, including social, forward into the future.

A certain stability gave a respite, an opportunity to look around, take a breath, accumulate creative energies, especially after a period of great chaos and schism.

It should be recalled that back in 2018, at a meeting of the Council for Science and Education, President Putin emphasized that “knowledge, technologies, competencies, personnel are the basis for the implementation of our national projects, to achieve our strategic goals.”

He said that this is the guarantee of the competitiveness of society, economy and state.

About the fact that “breakthrough discoveries and developments are needed”, on which competitive domestic products, the power of the technological and production base, and much more, aimed at improving the quality of life of Russians depend.

The country's competitiveness is generally the main strategic goal.

Yes, we should be able to defend ourselves, but the battlefields in the modern world are still competitive platforms in the field of technology, science and adaptation of all this to real life, making the country an attractive magnet.

And in this regard, the main headquarters is the higher school.

“In fact, our institutes, universities, universities should provide full scientific and intellectual assistance to the implementation of national projects and development programs, train professional personnel to solve complex research, technological, industrial problems,” - said Vladimir Putin at the meeting.

The tasks are colossal.

Now the country must be able to make a new scientific and technological revolution, otherwise its problems will only grow, and it itself will begin to drift to the world periphery.

In general, it is necessary to remember about this wonderful concept - "scientific and technological revolution" - and take it into service.

The scientific and technological revolution is itself a slogan - an incentive to move forward, to gain meaningfulness on the way.

It can become overcoming the inertia of discord, division, enmity and unification under the banner of science and technology, higher education.

Current initiatives can become a significant adjustment in the development of domestic higher education from bureaucracy and bureaucracy to a lively and active process of training valuable specialists capable of leaping into the future.

The modern Russian parliament has proven that it is not at all an institution of good wishes and populist rhetoric.

He achieves his goal by implementing the very strategy of Russia's breakthrough forward, based on the same principle of social justice.

Without it, you can't move anywhere, you just have to mark time and get stuck in a growing coma of problems.
