In the opening ceremony of the judicial year, the president of the Supreme Court and of the General Council of the Judiciary demanded the immediate renewal of the latter body, which had been paralyzed for two years.

"It is the Constitution itself," said Carlos Lesmes, "that sets the duration of the mandate of each Council at five years, so I feel obliged to once again urge the public powers concerned to renew the institution without further delay.
