The Nan'an District Bureau of Chongqing Public Security Bureau issued a notice on its official Weibo on the 13th, stating that the fruit stall owner Yang’s behavior constituted an obstruction to the performance of his duties and he was given a warning and punishment in accordance with the Public Security Management Penalty Law.
The act of swinging a knife to injured Yang Mouqiao, a member of the urban management team, in the process of being chased by Yang was a legitimate defense; the behavior of member Yang Qiao, a member of the urban management team, constituted assault and was subject to administrative detention.
The report stated that at about 9:40 on September 7, when the Urban Management Law Enforcement Brigade of Tushan Town, Nan'an District, Chongqing City carried out urban appearance and environmental improvement law enforcement on the Changzhou area of the East China Sea, a fruit stall owner Yang (female, 26 years old, Sichuan Ping Changren) occupied the road to operate, and the urban management team carried the occupying items into the store and ordered them not to occupy the road.
Yang was dissatisfied, so he had a dispute with the urban management team members, and smashed the fruit basket in front of the urban management team members, causing urban management team member Yang Mouqiao (male, 29 years old, from Nan'an District) to scratch his right hand by the fruit basket.
Subsequently, the urban management team member Yang Mouqiao had an argument with the stall owner Yang Mou, and he lost control of his emotions and went forward to chase after him.
The stall owner Yang grabbed the watermelon knife in the store and brandished it, causing Yang Qiao’s left hand to cut multiple tendons and nerve ruptures.
After the incident, the public security organs, after a comprehensive investigation and collection of evidence, have found that the fruit stall owner Yang’s behavior constitutes an obstacle to the performance of his duties, and he has been warned and punished in accordance with the Public Security Administration Penalty Law.
The act of injuring Yang Bridge by swinging a knife while being chased by Yang was a legitimate defense.
City management member Yang Mouqiao's behavior constituted assault and was administratively detained in accordance with the Public Security Management Punishment Law.
The case is being further handled according to law.
