  Recently, The Paper (www.thepaper.cn) reported that Wang Yunhong, a convict of death in Inner Mongolia, had "served a sentence on paper" for 7 years on medical parole, traveling, working, getting married, and having children outside prison.

It was the five prison doctors from the Inner Mongolia Prison System who let Wang Yunhong "get away from law" (Deputy Warden of the Fourth Prison of Hohhot, Inner Mongolia, and Deputy Director of the First Hospital of the Prison Bureau Wang Quanren; Gao Chuntao, Director of the Department of Internal Medicine of the First Hospital of the Inner Mongolia Prison Administration Bureau, Zhang Man, former director of the Prevention and Health Department of the First Hospital of Inner Mongolia Prison Administration, Li Qifang, former physician of the First Hospital of Inner Mongolia Prison Administration, and Chen Hua, chief physician of the Emergency Department of the First Hospital of Inner Mongolia Prison Administration).

  The authoritative documents obtained by The Paper show that the five prison doctors of the Inner Mongolia Prison Administration illegally applied for medical parole and were involved in not only Wang Yunhong, but also the Xilinhot murderer Zhuang Yonghua, who was sentenced to life imprisonment in 2004, and the fraudster Zou Qing.

The two men, like Wang Yunhong, have commuted their sentences at least twice, and have repeatedly violated the law on bail for medical treatment.

After the five prison doctors were investigated and dealt with, all three were ruled by the Hohhot Intermediate Court on October 24, 2019, that the period of their sentence outside the prison is not included in the execution period.

Zhuang Yonghua was sentenced to death with a suspended death sentence. The doctor said that the prisoner’s daughter was entangled with a critical illness notice

  According to the criminal verdict of Zhuang Yonghua's penalty for intentional homicide: the criminal Zhuang Yonghua, male, was born in Xilinhot City, Inner Mongolia Autonomous Region on March 10, 1953, with a secondary school education. He is now serving his sentence in Hohhot No. 1 Prison, Inner Mongolia Autonomous Region.

  On March 13, 2006, the Intermediate People's Court of Xilin Gol League of Inner Mongolia Autonomous Region found Zhuang Yonghua guilty of intentional homicide and illegal possession of guns, sentenced to death and deprived of political rights for life.

It also compensated the plaintiff in the incidental civil lawsuit for economic losses of RMB 219,600.49.

  Zhuang Yonghua refused to accept and lodged an appeal.

The Higher People’s Court of the Inner Mongolia Autonomous Region revoked the original sentence on November 16, 2006, and commuted the defendant Zhuang Yonghua to death for the crimes of intentional homicide and illegal possession of guns, with a two-year suspension of execution and deprivation of political rights for life.

  The Paper noted that the aforementioned ruling showed that after the ruling became legally effective, Zhuang Yonghua was handed over to Hohhot No. 1 Prison to serve his sentence on January 6, 2007.

Only two years later, on April 10, 2009, the Inner Mongolia Autonomous Region High Court ruled that Zhuang Yonghua was reduced to 18 years in prison, and the deprivation of political rights was changed to six years.

  One year later, on October 12, 2010, the Hohhot Intermediate Court ruled that Zhuang Yonghua’s three-year imprisonment was subtracted, and the deprivation of political rights remained unchanged for six years.

One and a half years later, on May 15, 2012, he was ruled to subtract two years and six months of imprisonment, and the deprivation of political rights remained unchanged for six years.

The sentence is until June 27, 2021.

  However, less than 9 months have passed since the third commutation. On February 4, 2013, the Inner Mongolia Autonomous Region Prison Administration approved Zhuang Yonghua’s medical parole for 6 months, renewed his insurance for 1 year on October 15, 2013, and August 2014. The insurance was renewed for one year on 6th, August 24th, 2015 and temporarily executed outside prison.

Until July 19, 2019, he was taken into custody and executed, the murderer Zhuang Yonghua had actually been in prison for less than 9 years.

  In the process of illegally applying for medical parole to Zhuang Yonghua, as the attending doctor Li of Zhuang (Zhuang Yonghua) during his hospitalization at the Xilin Gol League Mongolian Medical Hospital in 2014 and 2015, he said in his testimony, "It was the entanglement of Zhuang's daughter Zhuang Hongbin. The two critical illness notices issued below showed that Zhuang’s condition at the time did not meet the critical conditions, and there were no prison police or doctors from the First Hospital of the Prison Bureau to understand Zhuang’s condition and treatment."

After the prison doctor case, three felons were ruled on the same day

  In addition to Zhuang Yonghua, the five prison doctors who illegally applied for medical treatment on bail include Zou Qing.

  According to Zou Qing's criminal verdict on the criminal penalty of letter of credit fraud: the criminal Zou Qing, male, was born in Beijing and has a junior high school education.

On April 29, 2009, he was sentenced to life imprisonment by Beijing No. 2 Intermediate People's Court and deprived of political rights for life. The original sentence was upheld in the second instance.

During his sentence in Hohhot No. 1 Prison, he received two commutations, and the Inner Mongolia Autonomous Region Prison Administration approved five times of medical parole and temporary execution outside prison.

  From July 14 to August 7, 2014, the criminal Zou Qing was hospitalized in Tongliao City Hospital. The relevant doctors of the Inner Mongolia Prison Administration visited Tongliao City Hospital to investigate Zou Qing’s condition and treatment.   According to relevant rulings, 5 prison doctors in the Inner Mongolia Prison System (Deputy Warden of the Fourth Prison of Hohhot, Inner Mongolia, and Deputy Director of the First Hospital of the Prison Bureau Wang Quanren, Gao Chuntao, Director of the Internal Medicine Department of the First Hospital of the Inner Mongolia Prison Administration Bureau, and No. 1 in the Inner Mongolia Prison Administration Bureau Zhang Man, former director of the Preventive Health Department of the hospital, Li Qifang, former physician of the First Hospital of the Inner Mongolia Prison Administration Bureau, and Chen Hua, chief physician of the Emergency Department of the First Hospital of Inner Mongolia Prison Administration Bureau, were in the process of appraisal of the conditions of criminals Wang Yunhong, Zou Qing, and Zhuang Yonghua. Serious violations of the laws and regulations related to the identification of the condition of the offenders for medical treatment, and the circumstances are particularly serious, which respectively constitute the crimes of negligence of duty and abuse of power.

  The Paper noted that the five prison doctors mentioned above were all detained in June 2019. Subsequently, on June 21, 2019, Wang Yunhong, who had been on parole for more than 7 years, was put into prison. On July 18 of the same year, Zou Qing, who had been on parole for more than one year, was put into prison. Implementation, on July 19 of the same year, Zhuang Yonghua, who had been on parole for more than two years, was put into prison.

  On October 24, 2019, the Hohhot Intermediate Court made three rulings, confirming that Wang Yunhong, Zhuang Yonghua, and Zou Qing had been temporarily sentenced to execution outside prison through illegal means, and ruled that Wang Yunhong was temporarily sentenced to execution outside prison on January 20, 2007 The period during which Zhuang Yonghua was temporarily sentenced outside prison on April 26, two years and the period during which Zou Qing was temporarily sentenced outside prison for ten months and ten days a year are not included in the execution period.

  On July 17, 2020, the Inner Mongolia Tongliao Intermediate Court upheld the first-instance verdict against Wang Quanren and other five prison doctors, and emphasized that Wang Yunhong and Zhuang Yonghua were sentenced to death with a two-year reprieve, and Zou Qing was sentenced to life imprisonment for three serious criminals. When the remaining sentence of execution is longer than seven years, only criminals whose lives are in danger of emergency can be released for medical treatment.

However, Wang Yunhong went to travel, work, married and had children during the period of medical bail for seven years, which seriously damaged judicial credibility, impaired the fairness and justice of punishment execution, undermined the uniform and correct implementation of the law, and caused heavy losses to the interests of the country and the people. It has caused a particularly bad social impact, and the circumstances are particularly serious.
