Brittany “remains a spared region”.

The words of the regional prefect Michèle Kirry are meant to be reassuring but should not obscure a reality.

If Finistère, Côtes d'Armor and Morbihan are for the time being fairly quiet in the face of the coronavirus, the Rennes metropolitan area must face a significant increase in the number of positive cases.

Summoned by Prime Minister Jean Castex to develop a prevention plan in the event of a "second wave", the representative of the State in Brittany presented a battery of measures supposed to protect the population from a rebound of Covid-19.

Divided into four levels, this plan applies only to the Rennes metropolitan area and may vary according to the evolution of the epidemic.

Currently in "level 1", the Breton capital could, in the event of upgrading to level 2, see the wearing of a mask become compulsory throughout the city.

Currently, only the city center and a few frequented sectors are concerned.

The closing of the bars could also be brought forward to 1 hour.

These nightclubs and restaurants would then be invited to keep a register to facilitate the search for contact cases.

Four alert levels are provided for in the metropolitan Covid-19 prevention plan set up in Rennes.

Level 3 would require increased teleworking and the closure of bars and restaurants at 11 p.m.

Play areas, parks and gardens could also be closed.

Level 4, the highest, would be activated in the event of a "loss of control of the epidemic" and would lead to partial or total re-containment.

"Our goal is to have a series of measures to stop the circulation of the virus," explains Prefect Michèle Kirry.

“This plan does not linearly describe a situation.

We will have to adapt constantly, the period imposes it on us ”, assures the president of the metropolis Nathalie Appéré.

To activate the different levels, the prefecture, the metropolis and the regional health agency will use the various indicators of the circulation of the coronavirus.

With an incidence rate of 55 per 100,000 inhabitants, Rennes is in the national average but displays a lower test positivity rate (around 3% against 4% for France).

The Breton capital remains the most affected territory in the region.
