  Li Guangqing said that land is the root of farmers. Gaofeng Village originally relied on growing rubber and rice for a living. The government started with land to solve the villagers’ worries. The Gaofeng Village Committee relocated the entire village and every villager could get 10 mu of rubber forest. .

Through replacement, the government arranged 4,980 acres of rubber forest for the villagers, an additional 500 acres of collective economic development land, and 50 acres of construction land reserved for the development of the tertiary industry.

In addition, rubber and other crops planted by the original villagers will be compensated in accordance with national standards, with a total of 45 million yuan in compensation.

  Li Guangqing said that Baisha is the county with the most rubber area per capita in the country.

In recent years, Baisha has established a number of measures such as establishing cooperatives, distributing organic fertilizers, and introducing rubber price insurance to ensure that farmers' rubber income is not less than 16,000 yuan/ton.

At the same time, for the relocated villagers, there are also public welfare positions such as forest rangers, so that one person can be employed in each household.

Through multiple measures, the whole village can be relocated to be “removable, stable, developable, rich, and secure”.
