On September 4, affected by the heavy rainfall brought by Typhoon "Mesaq", a school in Binxi Town, Bin County, Harbin City suffered from waterlogging and some people were trapped.

The rescue force of the Binxian Brigade of Harbin Fire Rescue Detachment rushed to the scene immediately. The rescuers found that the deepest part of the accumulated water in the school had reached about 2 meters. The underwater situation was complicated and the school personnel could not get out of the trap by themselves.

After investigating and determining that the school personnel are temporarily safe, rescuers immediately cleaned up the debris on the surface that affected the safety of boats.

While the first rescue force was on the spot, the Harbin Fire Rescue Detachment once again sent additional rescue forces to shorten the rescue time as much as possible.

Rescuers put on life jackets for the trapped people to ensure their personal safety during the evacuation process. At the same time, priority is given to carrying the elderly and children on the rescue boats and moving them to a safe area.

As of 18:00 that night, 54 people who were trapped were successfully moved to safety.
