A few days ago, Beijing issued the "Notice on Regulating the Management of Short-term Rental Housing (Draft for Solicitation of Comments)", which intends to implement strict supervision on short-term rental housing.

  These residential communities where the people in the city are relatively concentrated are one of the key points of our regulation this time, which is also considered based on some important contradictions faced in actual management.

He pointed out that the "Draft for Solicitation of Opinions" clarified that operating short-term housing needs to seek the opinions of other owners in the building.

  We can look at Article 77 of the "Property Law", which roughly means that if residential houses in residential communities are to be used for business operations, they should obtain the consent of relevant stakeholders and stakeholders. One of the judicial interpretations in the trial of disputes over the ownership of buildings also mentioned that there is an explanation of what is a stakeholder, that is, it belongs to the other owners in the building, which belongs to the 77th "Property Law". Articles correspond to each other. The provisions in our consultation draft should be said to be derived from these two, a superior law and judicial interpretation.

Hu Qingfu pointed out that the Internet platform should register the ID card information and effective contact information of the person signing the transaction order and the actual resident personnel one by one, and the operator should also go to the scene to confirm the identity of the resident.

  When the residents check in, check the ID card information of the residents face to face. This is to solve some of the hidden dangers caused by the aforementioned operators and tenants not meeting.
