What media for Africa?

In the 90s in Africa, a wind of democracy led to the multiplication of private channels competing with the only public channel. But forty years later, many listeners and viewers continue to listen to and watch Western channels regularly. Why do we continue to look elsewhere? How to improve the quality of programs to “consume local”? How to satisfy the need for narrative specific to Africans?
