Sichuan, Chongqing, Guizhou, Yunnan and other places have had frequent early rainfall and soil saturation. In addition, there are many small reservoirs and hydropower stations in southwestern China, which are prone to danger. Relevant regional water conservancy departments should keep a close eye on key mountain flood defense areas and rainfall overlapping areas, make full use of the mountain flood disaster monitoring and early warning system and the mass monitoring and prevention system, release early warning information in a timely manner, and ask the local governments at the grassroots level to do a good job in the transfer of personnel to avoid danger.
Strictly implement measures such as the "three responsible persons" and "three key links" of small reservoirs, and promptly investigate and eliminate hidden risks and ensure safety. The third is to scientifically control the reservoirs on the mainstream of the Yangtze and Yellow Rivers. Seize the upstream rainfall interval, appropriately reduce the discharge flow of the Three Gorges Reservoir, give priority to ensuring that ships in short supply and dangerous chemicals pass the gate, and adjust the dispatching plan in time according to the forecasted water in the later period to ensure the safety of flood control. Make overall plans for the water inflow from the upper reaches of the Yellow River and the safety of flood control in the lower reaches of the Yellow River, and scientifically control the Longyangxia and Liujiaxia reservoirs. The fourth is to do a good job in the prevention of autumn floods and droughts in a targeted manner.
According to forecasts, in autumn (September to November), the overall precipitation in the whole country will be "more in the north and less in the south". Autumn floods may occur in the upper reaches of the Yangtze River, Han River, and Weihe River in the middle reaches of the Yellow River, and autumn droughts may occur in most parts of the south and southwest. The water conservancy department must continue to maintain a vigorous fighting state, consolidate responsibilities, strengthen supervision and inspection, and strengthen prevention and response to autumn floods and typhoon rainfall; plan ahead and guide reservoirs to formulate scientific water storage plans to ensure water supply safety.
After the meeting, the Ministry of Water Resources issued a notice to the water conservancy departments of all provinces (autonomous regions and municipalities directly under the Central Government), Xinjiang Production and Construction Corps, and various river basin management agencies to put forward specific requirements for the prevention of autumn floods and droughts.
Currently, the Ministry of Water Resources maintains Level III emergency response for flood and drought disaster prevention.
