The county magistrate’s “prospective brother-in-law” was accused of taking 6.5 million yuan in bribes by using influence

  A man in Sichuan was accused of taking advantage of the status of the county mayor's “prospective brother-in-law” to “operate” a project with a total value of more than 100 million yuan and was suspected of taking bribes of 6.5 million yuan. This information was disclosed in the "Indictment of Wang Lu's Use of Influence to Accept Bribes and Bribery" (abbreviated as the indictment) recently released by 12309 China Procuratorate.

  According to the indictment, Wang Lu, born in 1971, Han nationality, secondary school culture, is the boyfriend of Li Deqiang's sister, former deputy secretary of the Jinyang County Party Committee and county governor of Liangshan Prefecture. Since 2008, Wang Lu and Li Deqiang’s sister have been living together as husband and wife.   According to public information, Li Deqiang, male, Han nationality, was born in May 1970 and served successively in Zhaojue County, Yuexi County, and Meigu County of Liangshan Prefecture as deputy county magistrate. At the end of 2013, Li Deqiang went to work in Jinyang County and served successively as deputy secretary of the county party committee, acting county magistrate, and county magistrate. He was released on April 30, 2019, and was opened in September of the same year.

  "Integrity Outlook" reported in May 2020 that Li Deqiang has borrowed more than 4 million yuan from service targets, received 775,000 yuan in red envelopes and other gifts, and embezzled more than 1.22 million yuan in public funds due to indulging in "NEEQ" stocks.

  The article also mentioned that because there are so many sisters in the family, Li Deqiang's sister came out early to work and earn money after graduating from technical secondary school, and her life was not satisfactory. Li Deqiang blamed himself for "not allowing his sister to continue studying." In the process of handling the case, the disciplinary inspectors discovered that Li Deqiang had always "owed a debt" to his sister, which also led to "Li Deqiang's brother-in-law had a great influence on him."

  More than a month after Li Deqiang was investigated, that is, on June 4, 2019, Wang Lu was detained by the Liangshan Supervisory Committee; he was detained on August 21 of the same year, and was executed and arrested on September 3 of the same year. According to the information in the indictment, Wang Lu voluntarily surrendered.

  In March 2020, the People's Procuratorate of Xichang City filed a public prosecution against Wang Lu's alleged use of influence to accept and offer bribes.

  The prosecutors allege: After Li Deqiang became Jinyang County Magistrate at the beginning of 2016, Wang Lu believed that Li Deqiang’s identity and status could be used to make money easier when doing projects in Jinyang County. Xichang changed to Jinyang to undertake the agent construction project of Jinyang International Investment Corporation.

  During the change of company registration place, Li Deqiang organized a meal and matched Wang Lu to get to know Ji Niu Erhe, then director of Jinyang County Planning and Construction Bureau, Lei Moumou, chairman of Jinyang Hongda International Investment Co., Ltd., and director of Jinyang County Development and Reform Bureau Jia XX and other local leaders of relevant departments clearly introduced Wang Lu as his brother-in-law, and asked them to give care and support in their future work.

  In 2017, Li Deqiang arranged for Zhong Mou, deputy director of the Highway Bureau under the Jinyang County Transportation Bureau, to hand over the second bid section of the tourism industry road from Gaofeng Township to Gude Township in Jinyang County to Wang Lu. Later, Wang Lu, with the help of Zhong, and Zhu through a string of bids, let Zhu's company win the bid for the project, with a bid of about 74 million yuan. After winning the bid, Wang Lu suggested that Zhu resell the bid. Zhu contracted the labor part of the tender to others, and then deceived Wang Lu to resell the tender, with a profit after tax of about 7 million yuan. According to Wang Lu's request, Zhu gave Wang Lu a total of 3.5 million yuan in various ways.

  The indictment also shows that in 2017, Wang Lu was introduced by Li Deqiang and met Ayolubu, then the director of the Jinyang County Education, Science and Technology Bureau. Wang Lu and Ayolubu often communicated, and the latter paid special attention to Wang Lu after learning that Wang Lu was the brother-in-law of Li Deqiang.

  At the beginning of 2018, in the process of launching the nutritional meal procurement project by the Jinyang County Education, Science and Technology Bureau, Ayolubu revealed to Wang Lu the news of the nutritional meal procurement project and arranged for relevant persons to connect with him. Afterwards, Wang Lu helped Qing and Hou's companies win the bid through the bidding method, and coordinated the settlement of later delivery and payment for Qing and Hou.

  The indictment mentioned that the target of the nutritional meal procurement project of Jinyang County Bureau of Education, Science and Technology is about 50 million yuan. According to the 5% rebate agreed by both parties, Qing and Hou should give Wang Lu a total of 2.5 million yuan, plus later delivery During the process, Qing and Hou promised to give an extra 500,000 yuan, and finally gave Wang Lu a total of 3 million yuan.

  At the same time, in order to thank Ayolubu for his care in the nutritious meal procurement project and the subsequent supply payment, Wang Lu gave the other party a total of 1 million yuan in 4 times. After the Li Deqiang case, in order to cope with the investigation, Ayolubu returned 1 million yuan to Wang Lu, 3 million yuan to Qing and Hou, and 3 million yuan to Zhu.

  The Paper noted that Jinyang County Planning and Construction Bureau previously served as the director of Jinyang County Planning and Construction Bureau Ji Niu Erhe and County Education, Science and Technology Bureau director Ayo Lubu were investigated in February and May 2019 respectively. Among them, Ayolubu took the initiative to surrender.

  The China Discipline Inspection and Supervision News reported that on the morning of May 25, 2019, at the Liangshan Prefecture Discipline Inspection Commission, Ayolubu, who came to surrender the case, naively believed that he had returned the bribes he had received. The case was handled by the Xichang Disciplinary Committee Supervisory Committee appointed by the Liangshan Prefecture Discipline Inspection Commission.   According to the "Criminal Judgment of the Second Instance of Ayolubu's Bribery Crime" published by China Judgment.com, Ayolubu took advantage of his position to seek benefits for others, accepting bribes totaling 1.545 million yuan, a huge amount, and his behavior has constituted Bribery.

  In April 2020, the Liangshan Intermediate Court made a second-instance judgment: Ayolubu was guilty of accepting bribes, sentenced to 3 years and 6 months in prison and fined RMB 300,000.
