From 2.35 million to 860,000, after the city implemented total control of shared bicycles, the "savage growth" of shared bicycles was initially curbed. However, in addition to the registered vehicles, there are a large number of shared bicycles secretly put on by companies on the road, which has become the root cause of the failure of operation and maintenance and the accumulation of vehicles. Fines and car detentions, why can't companies stop the illegal and over-delivery? The reporter launched an in-depth interview and investigation.

After being punished, the company is still launching illegally

How serious is the oversubscription of shared bicycles? The reporter conducted a street investigation. Use your mobile phone to open the WeChat public account of "Beijing Public Bicycles", click to enter "Shared Bicycle Scan Code Verification", and simply "scan" the unlock QR code on the roadside bicycle to identify whether the vehicle is illegally placed. The transportation department has set up this function to facilitate daily inspections, and ordinary citizens can also report violations of vehicles.

On the afternoon of the 26th, outside the National Library subway station, bicycles of different brands were placed in rows, and reporters randomly scanned codes for verification. Of the 36 shared bicycles, 13 showed "undocumented". Among them, 10 of 16 green orange bicycles have not been registered, 2 of 16 Meituan bicycles have not been registered, and 1 of 4 Haro bicycles has not been registered. In addition, each brand has multiple bicycles after scanning the code and displaying "exited but not recycled".

"Operation and maintenance can't keep up. Vehicles are silting up and occupying the road. The roots are over-delivering." An industry insider told reporters that the main reason why companies dare to release illegally is that the cost of violations is too low. "tens of thousands of dollars are punished by enterprises. It doesn't hurt or itchy, and continue to vote after the penalty."

According to Article 31 of the “Regulations of Beijing Municipality on the Administration of Non-motorized Vehicles,” if a bicycle-sharing company fails to release vehicles as required, the transportation administrative department can interview the relevant person in charge of the company; if it refuses to make corrections, it may restrict the release of vehicles and impose a penalty. A fine of more than 10,000 yuan and less than 50,000 yuan.

In May of this year, the Municipal Transportation Committee reported on the supervision and assessment of shared bicycle operation in the first quarter. Green orange bicycles were illegally placed in Haidian District and Dongcheng District on a large scale. After interviews, they refused to rectify and were punished twice by administrative penalties, with a total of 100,000. Yuan administrative fine. Haro's bicycle was placed in violation of regulations in Dongcheng District on a large scale and refused to rectify after an interview. He was punished once and imposed an administrative fine of 50,000 yuan. Months have passed, and the illegal placement phenomenon has not changed significantly.

Loss of control at the source, passive force, difficult to gather

"If problems are discovered, we will first make an appointment and make rectification within a time limit. If we find that there is no change, we need to obtain evidence, and then issue a penalty notice. A series of procedures will take several days to complete." A person in charge of the urban traffic management department told reporters that in addition to the severity of punishment Limited, there are other problems in daily supervision.

For example, the transportation management department has no power to further dispose of the shared bicycles that are cleaned up on their behalf. They can only find a place to store them, and wait for the company to accept the punishment and promise to not receive it after illegal placement. During this period, transportation, rented venues and other expenses are involved, and this money will also be paid by the management department. What's even more troublesome is that companies are sometimes in no rush to reclaim their vehicles. A former bicycle-sharing operation manager broke the mind of the company, "The government is willing to deduct it and deduct it. If the car is rented, it will be returned to the company in the end."

Uncontrollable at the source, a large number of undocumented bicycles flooded the streets, and the districts fell into a cycle of "chaos and chaos after cleaning." "We have established a WeChat work group. Where the government says there is a mess, the company will send people to clean it up, so the management is still too passive." The person in charge of the urban traffic management department said frankly, compared with hundreds of thousands or millions of bicycles on the road. The traffic management departments in each district have very limited manpower. They have tried to mobilize parking administrators, street merchants, and even sanitation workers to jointly supervise the parking disorder, but the effect is not satisfactory due to the heavy workload. "Bicycle sharing has become a comprehensive problem in urban management. At this stage, multi-departmental co-governance is needed," said the person in charge.

  Refined regulations cost offenders

According to the "Regulations of Beijing Municipality on the Administration of Non-motorized Vehicles", the relevant departments of the public security organs for traffic management, industrial and commercial administration, traffic administration, and urban management comprehensive administrative law enforcement shall be responsible for non-motorized vehicle management within their respective responsibilities.

Among them, if the parking of shared bicycles affects the normal passage of pedestrians and vehicles, the traffic management department of the public security organ shall inform the enterprise to take timely measures to regulate parking. If the circumstances are serious and the measures are not taken in time, the agency can immediately implement the enforcement and remove the illegally parked bicycles from the scene. And the operating enterprise shall be fined 10,000 yuan up to 30,000 yuan. The reporter learned from the municipal traffic management department that, while strengthening daily management and investigation, each traffic detachment is working with the district management departments to formulate rules for the management of shared bicycle parking.

The "Regulations" also pointed out that, relying on mechanisms such as household (village) self-government, grid management, and three guarantees in front of the door, the work can be carried out by means of purchasing services from the society, encouraging volunteer services, and coordinating multi-agent consultations.

"To manage shared bicycles well, all government departments should form a joint effort." Urban transportation expert Xu Kangming pointed out that the current daily supervision of shared bicycles still has the problems of unclear responsibilities and weak execution. Only by forming a single rope, strict management, and increasing penalties can we truly deter the companies that violate the regulations.

Industry insiders suggest that the government should set clearer and more detailed operating rules. If the company over-delivers and does not deal with seized vehicles in a timely manner, it will be deemed to have automatically given up the ownership of the vehicle after the agreed period, and the management department can dispose of it at will, and the proceeds will be used to pay for management expenses. Allowing companies to pay the corresponding price for violations is a solution.

  Reporter's Notes

Reward quotas force companies to improve services

To control the total amount of shared bicycles, to a certain extent, can force companies to improve service levels, speed up the process of survival of the fittest in the market, and improve the various problems caused by the excessive number of shared bicycles in cities and regions. Data provided by a bicycle-sharing company shows that in cities where total control has been activated, the amount of vehicle tidal point siltation has generally been reduced by more than 30%.

Therefore, the management department should start from the source and improve the capacity management mechanism related to operational performance, so that companies with standardized management can get more quotas, and companies that violate the regulations should pay the corresponding price. At the same time, all departments should form a joint effort to increase investigation and punishment, instead of clearing the relationship and forming a management blind spot.
