According to the official WeChat message of the Information Office of the People's Government of Leshan City, Sichuan, in response to the public's complaints about irritating aerosols in the southern part of the Salt and Phosphorus Chemical Circulation Industrial Park, Wutongqiao District, Leshan City, Leshan Emergency Management Bureau, The Ecology and Environment Bureau jointly issued a notice on the 21st that on the morning of August 20, due to lack of electricity and water, the exhaust gas leaching system of Sichuan Yongxiang Polysilicon Co., Ltd. could not function normally, resulting in the failure of the device to release the pressure and discharge the gas into the leaching system. Fully absorb and treat, form a mist containing a small amount of irritating hydrogen chloride and emit it into the air.

According to the report, regarding the public's complaints about the irritating aerosol in the salt and phosphorus chemical recycling industrial park (southern part) in Wutongqiao District, the preliminary investigation by the provincial and municipal expert groups was mainly due to the fact that Sichuan was affected by the "8.18" extreme flooding. In order to ensure safety, Yongxiang Polysilicon Co., Ltd. (old factory area) took the initiative to stop emergency, and then the factory area was flooded; on the morning of August 20, due to lack of electricity and water, the company's exhaust gas washing system could not function normally, causing the device to release pressure and discharge. The gas entering the rinsing system is not fully absorbed and processed, forming a mist containing a small amount of irritating hydrogen chloride and dispersing into the air.
As of 22:00 on August 21, the environmental protection departments of Leshan City and the district carried out continuous emergency monitoring of the air quality around the plant area and Wutongqiao urban area, showing that the air contains hydrogen chloride, hydrogen fluoride, chlorine, ammonia, and VOCs (volatile organic compounds). No such indicators were detected; sampling and monitoring of the water quality of Yongsi River and Minjiang River sections showed that none of the measured indicators exceeded the standards.
In the next step, the environmental protection departments of Leshan city and district will continue to carry out continuous emergency monitoring of the surrounding areas of the plant and Wutongqiao urban area, and the monitoring results will be announced in time.
