[Explanation] Affected by heavy rainfall for several days, a new round of flood peaks in Tuojiang and Fujiang in Sichuan hit again. On August 17, the Sichuan Provincial Flood Control and Drought Relief Headquarters reported that it is expected that the Tuojiang peak will flow through Chengdu Jintang at 8,200 cubic meters per second at about 15:00 that day, and its flow exceeds the highest record in history.

When the reporter arrived at the Zhonghe Bridge in Jintang County at 12 o'clock, he saw that the river was so fast that it had overflowed the bank. Heavy rainfall caused deep water accumulation on many roads in Jintang County. At noon, the stagnant water mixed with silt, branches, plastic bottles, foam and other floating objects spread outward at a faster rate. There is still a layer of gasoline floating on the water surface of some road areas, and the water surface exudes a strong gasoline smell. At some road junctions with severe water flow, the police on duty have pulled up a yellow and white cordon to prevent vehicles and pedestrians from entering.

At 13:00, the evacuation of people in Jintang County was still proceeding in an intense and orderly manner. Several men strenuously rowed a small boat towards the shallow water, which was loaded with more than a dozen young Pomeranians. Seeing the boat, Ms. Chen, who runs a pet dog business in Jintang County, ignored the debris and oil pollution in the water. Before rushing to the water, she unloaded the Pomeranian onto the tricycle.

Dozens of them were flooded, and hundreds of thousands of losses were lost. I went (rescuing the dog) this morning and only came out now.

[Explanation] Outside a high-rise residential complex on Huiguan Road, Jintang County, knee-deep water has "invaded" the facade of the complex and flowed to the basement. According to Liang Xue, a property staff member of the community, the entire community has been cut off from water and electricity, and more than 700 residents can only rely on stairs to go up and down every day.

In this rescue, many civil forces have also joined it. Mr. Luo, the person in charge of a local auto beauty shop, temporarily changed the speedboat used for fishing to an assault boat, and took several employees to voluntarily evacuate hundreds of workers trapped in a construction site.

Since the disaster on our shop front at Evergrande last night, many people needed rescue, so we took out our speedboat. Today, more things are to pull (rescue) more than 100 workers who are still trapped inside.

[Commentary] After that, the reporter took Mr. Luo's speedboat into the deep water area. On the way, some small cars that did not drive away in time have been covered by the water on the roof, becoming the "reefs" that the speedboat has to bypass when driving. After receiving a few workers at the construction site, the speedboat quickly turned around and sailed to the safe area. Mr. Luo told reporters that the government's rescue force is still in a more dangerous place, and they just hope to do their part.

In addition to Jintang, Shibantan Street in Xindu District, Chengdu City was also seriously affected by this heavy rain, and the street water ingress exceeded the highest water level in history. The reporter saw at the scene that although the water in some streets has faded, the traces of the flood are clearly visible.

At present, the water level of the Xijiang River on Shibantan Street is gradually receding. Our current job is to clean and disinfect the area where the flood passes.

[Explanation] It is reported that the disaster caused a total of 4978 people in 20 villages and communities in Shibantan Street, of which 2635 were urgently transferred and 317 hectares of food crops were affected.

It is understood that the peak of the Jintang crossing this time is the second largest in history, second only to the peak on July 11, 1981, when the peak flow was 8110 cubic meters per second. At 14:50 that day, the Tuojiang Jintang monitoring point reached the highest flow rate of 8,100 cubic meters per second, which is currently showing a slow downward trend. According to the China Meteorological Administration, starting from the 18th, as the main rain belt moves eastward, the rainfall in the Sichuan Basin will gradually weaken.
