[Commentary] On August 14, the Beijing Municipal Education Commission held a press conference to introduce the work related to the fall of schools at all levels and types in Beijing in 2020. At the meeting, Li Yi, deputy secretary of the Beijing Municipal Education Commission and spokesperson for the Beijing Municipal Education Commission, said that starting from August 15th, universities in Beijing that have the conditions for campus epidemic prevention and control can organize students in phases and batches in accordance with the arrangements for the primary school period. , Return to school at the wrong time and peak, and report for freshmen.

The types and levels of universities in Beijing are diverse, the proportion of students from outside Beijing is also relatively large, and the pace of admissions of various schools also has certain differences. Therefore, the proper lengthening of the time for students to report back to school is also conducive to the development of various tasks. It can not only ensure the safe and orderly progress of school opening work, but also disperse the flow of people into Beijing to a certain extent, avoiding the formation of a flow of adults in Beijing and returning to school within a short time. The Municipal Education Working Committee and the Municipal Education Commission have also made detailed statistics and plans on the number of students returning to Beijing from various universities every day, and have made full preparations for key links such as preliminary health monitoring, collective reception, and school admission arrangements.

[Explanation] According to reports, college students who can return to Beijing to enter the school from other places need to hold a negative nucleic acid test within seven days, and the test fee is paid by the school.

As for the cost of nucleic acid testing for college students back to school, the city documents have already made it clear that the school will pay. At the same time, colleges and universities are required to guide students to conduct nucleic acid testing based on the local area. If the student's location does not have the conditions for nucleic acid testing, they can first return to Beijing with a health "green code", stay at the school health observation point, and transfer to normal study and life after the nucleic acid test is negative.

[Explanation] At the same time, Kou Hongjiang said that after students enter the school, the campus will implement various epidemic prevention measures and conduct relatively closed management.

The relative closed management mentioned here includes two meanings. On the one hand, the school must be strictly closed, and irrelevant personnel must be prohibited from entering the school. Anyone entering the school must strictly implement identity verification and registration and temperature testing. On the other hand, it is advocating not to leave school if it is not necessary, but for those who really need it, they can apply for leaving school. The school simplifies student application approval procedures through information technology, and guides students to personal protection.

[Explanation] Kou Hongjiang said that under normalized epidemic prevention and control, relatively closed campus management may cause some inconvenience to students. While strictly implementing various prevention and control measures, colleges and universities will try their best to meet the actual needs of students for study, work and life.
