In 2013, Uruguay became the first country in the world to legalize the cultivation and sale of recreational cannabis. Taking note of the failure of the repressive approach of the "war on drugs", the then president, José Mujica, whom you have just heard, proposed to make his country "a laboratory for the whole world" . Seven years later, this unprecedented experience is beginning to bear fruit.
