Starting at 20 o'clock on August 10, heavy rain fell across the whole of Ya'an City, Sichuan. Lushan, Baoxing, Tianquan and other places were severely affected, resulting in damage to private houses, disruption of roads, and a large number of people trapped in an emergency.
The data provided by the Meteorological Department of Ya'an City showed that from 20 o'clock on August 10 to 0 o'clock on August 11, there were precipitation at 246 stations in Ya'an City, 19 stations with heavy rain, 23 stations with heavy rain, and 8 stations with heavy rain. More than 100 mm are Baoxing: Muping Xinguang Village 122.4 mm; Lushan: Luyang 113.5 mm, Longmen Wangjiashan 112.5 mm, Luyang Luohe 108.7 mm, Lushan 106.6 mm, Luyang Slab 104.9 mm; Tianquan: Xiaohe Hongxing Village 119.0 mm; Yucheng: Wangyu Township Luoba 103.1 mm. The maximum is 122.4 mm in Xinguang Village, Muping, Baoxing, and the maximum hourly rain intensity is 107.8 mm/h in Luyang, Lushan, at 0:00 on August 11.
After the disaster, the Ya'an Emergency Management Bureau quickly launched an emergency response plan and mobilized rescue forces to carry out flood relief work. Ya'an Fire Rescue Detachment launched a cross-regional joint action plan. Detachment leader Pan Guotao rushed to Lushan and set up a front headquarters to dispatch Lushan Brigade with 5 vehicles and 23 people, Baoxing Brigade with 1 vehicle and 7 people, Tianquan Brigade with 2 vehicles and 10 people. 3 vehicles and 10 people from Heping Road Special Fire Station rushed to the heavily-affected Lushan County, Qingren Township, Longmen Township, Siyan Township and other places to carry out rescue work.
As of 9:10 on August 11, the Ya'an City Fire Rescue Detachment had received 74 police cases, dispatched 241 flood-fighting rescuers, dispatched 62 vehicles, and rescued and transferred 553 people. There are three other rescues being handled. The flood relief work ahead is still underway.
