"Black Rain" Litigation Hiroshima City and Hiroshima Prefecture Respondents Decide Policy of Appeal August 12 1:20

Immediately after the atomic bomb was dropped on Hiroshima, a defendant Hiroshima city and prefecture made all the victims a victim of a so-called "black rain" containing radioactive substances, in a court case that claimed health damage. We decided to appeal the decision of the Hiroshima District Court.

In a trial in which 84 people, including the inhabitants and the bereaved who were outside the area that could be covered by the state, complained of the health damage over the so-called "black rain" that fell immediately after the atomic bomb was dropped, the Hiroshima District Court last month. On the 29th, we admitted that all were survivors and ordered Hiroshima City and Hiroshima Prefecture to issue the A-bomb Survivor Health Handbook.

Regarding the ruling, Hiroshima City and prefectures have been reluctant to appeal because the government has traditionally sought to expand the area that can be covered, and requested the government not to appeal.

On the other hand, the countries that participated in the trial in an auxiliary position requested that the decision be appealed, saying, "Scientific knowledge cannot be said to be sufficient in scientific knowledge." As a result of consultation between Hiroshima City and the prefecture, the request was accepted and appealed. I decided to appeal to the Hiroshima High Court on the 12th of the deadline.

With this, the Hiroshima District Court's decision acknowledging all plaintiffs' allegations over the "black rain" 75 years ago could not be finalized, and they would continue to be contested in court.
