According to the official Weibo news of Luonan County Government of Shangluo City, Shaanxi Province, Luonan County Flood Control Headquarters at 22:00 on August 8th, Luonan County’s "August 6" storm flood disaster caused the whole county 84,850 people from 27,736 households in 1146 groups in 14 towns and 177 villages were affected, causing 4 deaths and 11 loss of contact. The disasters in Shimen and Maping towns were severe. Some villages had power and communications interrupted, and 202 Provincial Highway was interrupted. The county's direct economic losses caused by the disaster totaled about 1.5 billion yuan.

  After the disaster occurred, Luonan County quickly established the "8·6" rainstorm flood disaster emergency rescue work leadership group, activated the secondary emergency response mechanism, and timely formulated and issued the "Emergency Notice on Seriously Doing Disaster Prevention, Investigation and Disaster Relief Information Reporting Work" "And "Emergency Notice on Further Strengthening the Reporting of Information on the Investigation and Relief of the "8·6" Heavy Rain and Flood Disasters of Industry Departments." The main leaders of the county party committee and county government, and the county-level leaders of the township offices, led the emergency, transportation, electric power, and civil affairs departments to the front line of the disaster, directing rescue and relief on the spot, issuing disaster relief materials, and carrying out post-disaster reconstruction.

  The masses in areas with potential safety hazards such as the surrounding tailings ponds were evacuated, and more than 9,200 people were relocated and resettled. A special search and rescue team for missing persons was established, and more than 2,800 armed police, cadres, masses, rescue teams and other forces were mobilized to search for and rescue missing persons. Set up 6 working commandos including tailings pond risk relief, road traffic, communications emergency repairs, and power emergency repairs, and mobilize loaders, excavators and other machinery to repair water-damaged roads. Armed police officers, soldiers, and fire fighters brought satellite phones to walk into remote villages to check out the disaster situation.

  So far, all villages in the county whose communications have been interrupted have been in contact with the outside world. The county has allocated a total of 3.1 million yuan of special funds and 260,000 yuan of special party fees for disaster relief. After the disaster, the county officials at all levels and related enterprises actively donated money and materials, and Luonan County Red Cross has received the first batch of donations of 1.254 million yuan.
