China News Agency, Beijing, August 6 (Reporter Zhang Su) A report obtained by the reporter from the Supreme People's Court of China on August 6 summarizes the characteristics and trends of traffic accident crimes across the country from 2016 to 2019. Judging from the number of newly accepted traffic accident crimes in the first instance by courts at all levels, 2018 decreased by 7.72% compared with 2017, and decreased by 2.77% in 2019 compared with 2018.

  Traffic accidents refer to traffic accidents such as collisions, scratches, overturns, etc., personal injuries, property losses, etc., caused by the actor of the vehicle. The perpetrator shall bear the corresponding civil or criminal liabilities. The China Judicial Big Data Research Institute analyzes the newly accepted and concluded cases of first-instance criminal cases in courts across the country in the past four years, and gives the perpetrators a “portrait”.

  The outside world may stop talking about "female drivers". When analyzing the perpetrators of traffic accidents, the report pointed out that nearly 95% of the defendants were men. According to the Ministry of Public Security of China, there were 298 million male drivers and 137 million female drivers in China in 2019. The report calculates that the average male driver's 10,000 crime rate is 8.8 times that of female drivers.

  The age of the defendants is concentrated from 29 to 49 years old, and the proportion of minor defendants under 18 is 0.22%. In cases where the defendant is a minor, over 70% of the vehicles involved are motorcycles.

  Two “more than 90%” in the report are shocking: in the past four years, more than 90% of the national traffic accident crimes involved the death of the victim; at the same time, more than 90% of the defendants were sentenced to fixed-term imprisonment and exempt from criminal punishment. Accounted for only 0.59%.

  From the perspective of the types of vehicles involved, the proportion of small and minibuses is as high as 49.26%. Trucks accounted for more than 30% of the cases, but according to the Ministry of Public Security, as of June 2019, the number of trucks only accounted for 10.71% of the total number of vehicles, indicating that truck traffic safety issues cannot be ignored. Specifically, problems such as speeding, overloading, and fatigue driving are more prominent.

  The report also reminded the "dangerous period": during the day, 6 am and 18:00 to 19:00 are the peak periods for crimes; during the year, traffic accidents occur frequently in autumn and winter. (Finish)
