Many people have received phone numbers starting with 95. Hello, do you need a loan? What about insurance? Special room, may I introduce to you? ...I receive these marketing calls from time to time, which makes everyone very annoying. The "95" number is a customer service short number and telecommunications service access number that is uniformly used nationwide. The Ministry of Industry and Information Technology is responsible for planning, allocation and management, which is what we call corporate customer service numbers.

  However, in recent years, many companies have rented "95" numbers to make marketing harassment calls, and some have even fallen into the trap set by fraud gangs.

  In the "Jingwang 2020" special operation a few days ago, the Nantong police in Jiangsu successfully cracked the country's first case of fraud using the "95" number segment, involving more than 22 million yuan.

The loan was not received, so I took in 290,000 yuan

  At the end of 2019, Mr. Sun, a citizen of Nantong, Jiangsu, received a phone call starting with 9527 to sell him a loan. Mr. Sun, who was short of money, applied for a 300,000 yuan loan, but he needed to download a loan software to operate. After Mr. Sun completed his information as required, he was told that the information was incorrect. Qin Ling, head of the Net Security Brigade of the Chongchuan Branch of the Nantong Public Security Bureau, Jiangsu Province, said, “While Mr. Sun was waiting for the loan, the software prompts that his bank account number is incorrect. In order to change the account number, Mr. Sun paid the loan principal 30 20% of 10,000 yuan, which is a handling fee of 60,000 yuan."

  After that, Mr. Sun encountered multiple problems, and to solve these problems, you need to send money to the other party. Mr. Sun, who was eager to lend, remitted a total of more than 290,000 yuan to each other. After the remittance, he realized that he had been cheated and then called the police.

Multiple clues point to the "95" number segment number

  The police found that such victims are not a minority. The fraudulent phone numbers they received all started with "952750" without exception. Nantong police linked 266 fraud cases across the country. During the investigation, the task force discovered that the number involved in the case was applied by a communications technology company opened by Qin. In the first half of 2019, Mr. Qin applied for a certificate with a code number starting with "9527" through an intermediary agency. The application is only the first step. If you want the number to access the network for normal use, you need to use the operator for voice landing. The so-called voice landing refers to the function of opening a call to the number. So Qin found Zhang in Shenzhen.

  On April 29 this year, the task force arrested 5 suspects including Zhang and brought them to justice. According to the clues provided by Zhang, the task force arrested 6 suspects headed by Yang the next day. So far, all 15 criminal suspects in this criminal industry chain have been arrested, and 3 technology companies engaged in criminal activities have also surfaced. According to Cao Yang, a policeman from the Network Security Brigade of the Chongchuan Branch of the Nantong Public Security Bureau, the illegal transfer of the "95" section number to layer by layer and layer by layer resale has formed an underground industrial chain in the industry.

  After 3 months of careful investigation, the task force found 21 "95" numbers used in crimes and more than 20,000 illegal network lines. Compared with more than 800 online fraud cases across the country, it found 155 downstream business relationship companies involved in the case. The amount is more than 22 million yuan. This case is also my country’s first criminal case of fraud using the "95" number uncovered by the public security organs.

  At present, all criminal suspects involved in the case have been transferred to the procuratorial organ for review and prosecution due to the crime of helping information network criminal activities.

  Why are criminals eyeing the "95" number?

  The "Measures for the Management of Telecommunications Network Number Resources" issued by the Ministry of Industry and Information Technology clearly stipulates that users of the "95" number segment shall not transfer or lease lines, or operate Internet phone services in disguise. What is the difference between the "95" number and the virtual operator number that criminals use the most? Why did criminals start to focus on the "95" segment?

  Telecommunications expert Fu Liang stated that the "95" number segment is different from the ordinary number segment and the virtual operator number segment, and the applicant is a company with related business needs.

  Telecom expert Xiang Ligang introduced that because the "95" number is generally used in corporate call centers and customer service hotlines, victims will be less alert to a certain extent when receiving calls, and the possibility of being deceived is greatly increased.

  According to the criminal suspect Yang in this case, he completed the voice landing through an operator from another province, and managed to modify the line of the number segment through network equipment, and allocated the 100 numbers beginning with "9527" into 5000 networks Telephone line. Telecommunications expert Fu Liang said that applying for a number beginning with 95 can derive multiple numbers. This is also an important reason why the "95" number segment is targeted by criminals. "Numbers beginning with 95 can be extended. After adding different ending numbers, it can be extended to 7 or 9 digits, so that one number can become hundreds of thousands of numbers."

To curb "95" crimes, we must manage from the source

  Fu Liang stated that, in addition to "terminal strikes," curbing crimes in the "95" section lies in the source of governance. It is understood that on June 18, the Ministry of Industry and Information Technology has issued the "Notice on Strengthening the Management of Call Center Business" to carry out special rectification of the "95" number. In the next step, the Ministry of Industry and Information Technology will carry out a nationwide number-specific rectification action, organize local communications administrations to carry out double random inspections of telecommunication network code resources, explore the establishment of a credit management mechanism, and further strengthen the supervision of "95" call center business access numbers.
