During the crisis, complementary health insurance made good savings, the French having used very little health care. It is in this windfall that the government wants to draw, which will ask organizations to donate by the end of the year an "exceptional contribution" to Social Security.

“This is not a tax, but a recovery of amounts that have not been disbursed” by the complementary, explained a spokesperson for the Ministry of Health. Indeed, during confinement, many insured have given up certain care, and consultations and tests were covered 100% by the "Sécu".

Savings of 2.6 billion

According to the Ministry of the Economy and Finance, complementary health organizations have saved a total of 2.6 billion euros during confinement, but this amount does not take into account care only postponed - and which will therefore ultimately be carried out and reimbursed anyway - or the fact that the economic crisis has also led to falling insurance premiums.

This project was presented to the organizations concerned on June 5: the government asked them to "make proposals" to see how they could "take their part in the effort made by health insurance to support the health system during the crisis ”, we told the Ministry of Health. The complementary "gave constructive feedback", added the spokesperson.

An amount difficult to assess

The French Mutual, which brings together 266 mutual health insurance, "has already indicated to the Ministry of Health that it was not opposed to the principle of a contribution", in particular because "there was never any question of profit from this crisis, ”she said in a statement sent to AFP.

However, the quantification of the savings made is "complex", on the one hand because some patients will "catch up" for the care not provided during confinement, on the other hand because "the bankruptcy of companies could reduce the amount of contributions collected in the framework of collective contracts ”, she argued.

A next meeting with representatives of complementary organizations, around ministers Olivier Véran (Health) and Olivier Dussopt (Public accounts), is scheduled for September, to define the amounts and terms of this contribution, said the Ministry of Health. The amount paid by the complementary should be allocated to Health Insurance, weighed down by the Covid-19 crisis, and which should show a deficit of 31 billion euros this year.
