[Explanation] The Yangtze River flows through the Jingzhou region of Hubei, and the section of the river about 340 kilometers from Zhicheng to Chenglingji is called Jingjiang. This section of the river is meandering, and the flood discharge is not smooth. During the flood season, the flood is several meters to ten meters above the ground on both banks, becoming a "hanging river" on the ground. Historically, there have been frequent dangers here, and there is a saying among the people that "the Yangtze River is thousands of miles, and the Jingjiang River is in danger."
[Explanation] At 8 o'clock on August 2, the water level of the Shashi Station of the Yangtze River was 42.09 meters, which had retreated to near the set waterproof level of 42 meters. On the Jingjiang dyke, flood control personnel watched the changes in the water level of the dyke. Tu Sijun, member of the Party Working Committee and Deputy Director of Chongwen Street, Jingzhou City, who is in charge of flood control duty here, introduced that he would participate in the embankment inspection during the flood season every year. What made him feel deeply is that the upstream Three Gorges Dam played an important role in peak staggering adjustment during the flood season, reducing the flood control pressure on the Jingjiang River.
[Concurrent] Tu Sijun, deputy director of the Party Working Committee of Chongwen Street, Jingzhou City: Before the construction of the Three Gorges Dam, it was our flood situation. It should be said that it was a defense against us. This aspect is a little more pressured. Since the Yangtze River (Three Gorges) After the dam is repaired, our peak shift is because the Yangtze River (Three Gorges) dam has a shifting effect on our flood season. Our flood control duty is relatively speaking, and it is more certain.
[Explanation] Zou Xiangan, 55 years old this year, holds a wooden stick and joins the dike patrol team to investigate the danger of the dike. Zou Xiangan participated in the 1998 flood fighting, and the thrilling scenes during the flood fighting and emergency rescue of the Jingjiang Levee that year made him unforgettable. In his view, although the current water level is slowly decreasing, flood prevention still cannot be taken lightly.
[At the same time] Dike patroller Zou Xiangan: For example, if the water that emerges from it is muddy water, then we suspect that it seeps from the Yangtze River. This is called a precursor to piping, or water seepage. It doesn’t matter if it’s clear water. Why is it okay? Clear water means that when the rain is heavy, the water will follow it down. For example, in this nest, it will accumulate water for a period of time. If this continues, we have to observe whether the water is clear or muddy. It does not matter if it is clear water. If it is muddy water, we must attach great importance to it and send someone to guard it.
[Explanation] It is understood that in response to the 3 numbered floods of the Yangtze River, the Yangtze River Water Conservancy Commission of the Ministry of Water Resources issued 53 dispatch orders to dispatch more than 30 controlled reservoirs in the upper and middle reaches of which accumulated floods of more than 30 billion cubic meters. 14.6 billion cubic meters, successfully staggering the flood peaks of Dongting Lake, avoiding the use of flood storage and detention areas near Dongting Lake and the over-guaranteed water level at the mouth of Poyang Lake, greatly reducing the flood control pressure in the middle and lower reaches of the Yangtze River.
[Contemporary] Levee patroller Zou Xiangan: The Three Gorges (project) has indeed played a very important role in flood control and flood release. As in the past, it was a flood like this. If there was no Three Gorges Dam, all the staff would be very nervous when they went to the embankment. This is the first. Second, after the flood control in 1998, the dike (19) has been heightened and strengthened. For example, a dike like ours has an impervious wall in the middle. It is called an imperial embankment. The emperor is the emperor. The emperor is very strong and solid, but even in such a situation, we must take precautions in case, not afraid of ten thousand but just in case, and check the details to ensure that the flood control of our Yangtze River Jingjiang embankment is foolproof.
[Explanation] According to Gao Yulei, a senior engineer at the Three Gorges River Basin Operation Management Center, with a flood control capacity of 22.15 billion cubic meters, the Three Gorges Project will enable the Jingjiang section to encounter a once-in-100-year flood without flooding; in case of more than 100 years, it will reach 1000 Annual floods, including similar historical floods in 1870, can control the flow of Zhicheng to no more than 80,000 cubic meters per second, and the cooperation of flood diversion and storage areas can prevent devastating disasters in the Jingjiang area.
