China News Service, August 1 (Reporter Yin Liqin, Correspondent Zhang Hong) Recently, the Shanghai Municipal Committee of the Communist Party of China, the Shanghai Municipal People's Government, and the Shanghai Garrison issued the "Opinions on Strengthening the Work of Conscription in the New Era" (hereinafter referred to as the "Opinions"). The "Opinions" pointed out:

The first is to establish a natural growth mechanism for preferential treatment for active conscripts and their families. Each year, the city’s conscripts and their families’ preferential treatment rates increase simultaneously in accordance with the growth rate of the city’s residents’ per capita disposable income announced by the Municipal Statistics Bureau in the previous year. For those who go to Tibet and other plateau areas to perform active service, the preferential treatment payment will be twice the amount of the preferential treatment standard for active conscripts and their families in our city. The second is to raise the standard of subsidies for direct recruitment of non-commissioned officers. For professional non-commissioned officers who have graduated from ordinary colleges and universities and have no employment unit, the district government responsible for the recruitment shall refer to 2 times of the preferential treatment standard for conscripts and their families in the year of enlistment and pay annually during the prescribed period of service. Service grant. For those who go to Tibet and other plateau areas to perform active service, their service subsidy shall be paid at twice the amount of the above calculation method. The third is to improve the system of tracking service and visits and condolences for soldiers in service. All units at all levels give full play to the function of "hometown instructors", establish the "Tracing Contact Card for Soldiers in Service", and organize tracking services and visits and condolences activities for soldiers and their families in service. Relevant departments must organize visits and condolences to non-commissioned officers every year.

At the same time, establish a dynamic growth mechanism for one-off economic subsidies for self-employed retired soldiers. For retired conscripts who are self-employed or continue to complete their studies, the district government will give a one-time financial subsidy. The subsidy standard is researched and formulated by the Municipal Retired Servicemen Bureau, the Municipal Finance Bureau and other departments, and adjusted in due course according to the city's comprehensive economic development level and other factors. For retired non-commissioned officers who are self-employed or continue to complete their studies, the one-off economic subsidy will be increased by 10% according to the one-off economic subsidy standard for retired conscripts for every additional year of active service, starting from the year they were noncommissioned officers. Establish and complete a system for issuing one-off social insurance subsidies or living allowances to self-employed retired soldiers. For self-employed retired soldiers, according to the payment base and payment ratio stipulated by our city, a one-off 24 months of social insurance premium subsidy or living allowance will be given. Increase education and training and employment support for retired soldiers. Relevant departments of the municipal and district governments shall establish and improve the education and training of retired soldiers, employment and entrepreneurship support guarantee policy systems, and actively provide good conditions for retired soldiers to start their own businesses, and implement entrepreneurship training subsidies, youth vocational training subsidies, and entrepreneurial guarantee loans in accordance with relevant regulations. And interest subsidies, social insurance subsidies for startup organizations in the initial stage, rent subsidies for startup venues, one-off subsidies for first startups, tax reductions and other financial tax incentives. Relevant municipal departments organize at least one special recruitment event for retired soldiers each year, and each district-level department organizes at least two special recruitment activities for retired soldiers each year.

On the basis of solidifying and optimizing the national and municipal policies on retention of student status, exemption of credits, transfer of majors, extra points for postgraduate entrance examinations, exemption for postgraduate studies, selection and adjustment, preferential treatment, recruitment of political and legal police officers, and special household settlement policies, it further clarifies: The first is to relax the restrictions on the admission requirements for soldiers of ordinary higher vocational colleges (specialties). Vocational (collegiate) graduates and students (including college freshmen) should be enlisted in the army. After retiring, upon completion of higher vocational (collegiate) studies, they can be exempted from entrance examinations for general undergraduate studies or enter adult undergraduates according to their wishes, and from 2022 Enrollment will be implemented from college to undergraduate. The second is the directional examination (recruitment) of retired college students and soldiers for reserved positions. When recruiting (recruiting) personnel from civil servants, public institutions, state-owned enterprises, and non-public economic organizations in this city, reserve a certain number of positions (positions), and recruit (recruit) qualified retired college graduates and soldiers, and some specific positions Priority is given to recruiting (recruiting) retired university graduates. The third is to establish and improve the funding guarantee mechanism for conscription work in colleges and universities. The funding standard for conscription work in colleges and universities has been adjusted from 2,400 yuan per capita for recruitment tasks to 5,000 yuan per capita, which is mainly used for conscription propaganda, military service registration, physical examination and political examination, and additional labor expenditures for staff.

The "Opinions" clarified that the completion of conscription tasks and ensuring the quality of recruits are included in the important content of the dual support model city (district) evaluation, leading cadres and unit performance evaluation; units that have not completed the recruitment task shall not be rated as the "double support model city" (District)" "Municipal Civilized Units" and "Advanced Units in Recruitment Work"; units and individuals who violate military service laws and regulations shall be strictly held accountable and punished in accordance with the law.
