In response to the current situation of the new crown pneumonia in Dalian, the Dalian Municipal Medical Insurance Bureau implements the two national and provincial medical insurance bureaus’ "to ensure that patients do not receive timely treatment due to cost issues, and to ensure that designated medical institutions do not affect treatment due to the total medical insurance budget management regulations." The third is to set up fast channels such as "barrier-free" admission and "zero payment" discharge around hospital registration, expense settlement, and benefit enjoyment, so as to ensure that confirmed and suspected patients can smoothly enjoy medical treatment services.
At the same time, it is ensured that the hospital receiving treatment does not affect the treatment due to the payment policy. In terms of adjusting the total budget index of medical insurance, for the designated hospitals at the provincial and municipal levels within the jurisdiction, the medical expenses for treating patients are not included in the total budget control index of the hospital; For the medical expenses of suspected patients, the medical insurance fund pays the hospitals according to the item, so that the designated hospitals for medical treatment can safely treat the patients.
