Duplicity, double-dealing, double bottom. And somewhere in this associative series there is dual citizenship - a long-standing scourge of the domestic elites, which has become the talk of the town.
A kind of atavism is a legacy of the time when these very elites were called and perceived as comprador. However, they themselves did not hide it. On the contrary, in every possible way they emphasized their position not from this soil. There was such a feature through which the specialness and distance from the folk and the national were demonstrated. Say, above all this. This was imposed on society as a meta of elitism. The crimson jackets have long since rotted in the trash heaps, and with dual citizenship ... although they stopped flaunting them, they took care of them in every possible way for a rainy day or for whatever needs.
The transformation of the country's socio-political system, associated with the amendments to the Constitution, also touched on the issue of nationalization of political elites. Dual citizenship among officials, deputies, statesmen, as a rule, is food for all kinds of conspiracy theories, speculations, scandals, intrigues, investigations. It goes without saying that mistrust in the authorities creates, as does offshore capital. The amendments have landed the domestic elites, they should discourage them from the behavioral style of migratory birds.
Start with yourself, please. State Duma Speaker Vyacheslav Volodin has already initiated a check of the deputy corps for the presence of dual citizenship. He recalled that "in accordance with the new norms of the Constitution, as well as in accordance with the law on the status of a member of the Federation Council and the status of a deputy of the State Duma, a citizen of the Russian Federation with foreign citizenship or a residence permit in another country cannot be a deputy." By this he showed that the Constitution is not just a collection of beautiful declarations, which is isolated from reality and under the cloth, but an effective document that determines the course of statehood. He begins to work, and this can already be observed.
Volodin said earlier that any person endowed with managerial powers "must work in the interests of his citizens, must serve his country." Otherwise, what happens - temporary mercenary? Two passports in this case is wildness. The legacy of those very times when everything was possible, there were no obstacles and much was decided by personal desire. The amendments to the Constitution are designed to break this "tradition", to move to a new level of statehood and sovereignty, the quality of power. The State Duma was the instigator in this process.
This is not about a "witch hunt", not about campaigning for the sake of PR hype. The state sets standards and guidelines for its servants.
Running in is going through the deputy corps, because according to the updated Constitution, the new parliamentary convocation will receive expanded powers, accordingly, it should work as much as possible for its country, demonstrate a new - traditional type of statesman.
It should be noted that the reforging of the state elites is not carried out by the forceful, repressive method of mass purges, but by such examples-signals, by demonstrating a behavioral model for serving people in the state.
Everything seems to be simple: capital must work for their homeland, property - only in their own country and one passport - like one heart. Why talk about boundless human freedom, which is often transformed into the slogan “I do what I want”? .. Civic feeling, belonging to the Motherland cannot infringe on anything, but, on the contrary, they enrich, make more, stronger. Make it their own. This is extremely important, because recent world history has shown a lot of examples when it is through confusion in the elites, who are assigned a dual vector, that countries are destabilized and chaotic.
So after the era of disintegration, we were wasting ourselves for too long. The country's energies were slipping through our fingers. These processes turned out to be so destructive that there was talk of a new perestroika and attempts to try to start all over again, from scratch. Now the country is gathering and forming a regiment of its elites, because cadres decide everything, and there were also serious problems with cadre "demography". A small bench, the same character deck was often shuffled ... At first, they thought that everything would come to its senses and settle by itself, but it did not settle, and a lot of random personnel came to the civil service.
The most vulgar motto, sounding from everywhere at one time: “it's time to blame” - it was asked a lot by people endowed with power. Their society often, not without reason, suspected of duplicity, the materialized sign of which was just a reserve citizenship.
It's all a matter of trust. Otherwise, the feeling of being on different planets will prevail, and a person, having a little taste of power, turns into an alien guest, with a temporary business trip on our sinful earth. What does he care about her? He will take a sip of his tea, and at least the grass won't grow there ...
Now this feeling of uncertainty is being overcome. The state shows that everyone is needed by their country and it is no longer ready to squander human capital.
The amended Constitution is an impulse for the transformation of society. Whatever one may say, but those stereotypes are strong when the style of behavior was perceived as a standard without boundaries, without norms and restrictions, including state and moral ones. When this or that figure is not tied to the ground, he owes nothing to anyone, as if above all this, and therefore is a type of progressive tumbleweed. At the same time, the soil is almost from the category of outdated prejudices and marginalities. It's like a demonstration of human narrowness. This ideological thorn is still strong. Therefore, we are also talking about the system of values, social guidelines, which are also subject to adjustment.
The check initiated in the State Duma is an important message to society. Including evidence that a serious call for recruits of the state begins, which itself is gradually being purified. There is no way without this, after all, there are too serious and global tasks, and Russia is again beginning to perceive itself as a civilization.
