According to the official Weibo of the Beijing Municipal Commission of Transportation, Beijing will issue an additional 20,000 new energy minibus quotas for "car-free families" from August 1st. The declaration time is August 1. From January to August 20. If the number of applied households is less than 20,000, the remaining quota will be allocated to individuals waiting for the new energy passenger car quota when the quota is allocated in the sixth period of 2020.

  The specific configuration method is announced as follows:

  1. Family qualification requirements for applying for one-time additional issuance of indicators

  Families applying for a one-time additional issuance of indicators should identify a main household applicant to participate in indicator allocation on behalf of the family and serve as the future indicator holder. Other family applicants can include the main applicant’s spouse, children and parents of both the main applicant and their spouses. The total number of family applicants should not be less than 2.

  (1) Qualifications for the main applicant

  Individuals whose domicile in this city do not have a small passenger car registered in this city under their name and their spouse, and hold a valid motor vehicle driver's license, which can be used as the main applicant to apply for a one-time additional issuance index on behalf of the family. Individuals residing in this city include:

  1. Residents of this city;

  2. Active servicemen in the Beijing Forces (including the Armed Police Force);

  3. People from Hong Kong, Macao and Taiwan, overseas Chinese and foreigners who have lived in Beijing for more than one year with valid identity documents;

  4. Those who hold work and residence permits in this city;

  5. Those who hold a residence permit in this city and have paid social insurance and personal income tax in this city continuously for the past five years.

  (2) Qualifications for other family applicants

  1. It shall meet the above-mentioned conditions of "individuals domiciled in this city", but do not need to hold a valid motor vehicle driving license;

  2. I and my spouse have no registered passenger cars in this city.

  (3) Qualifications that all family applicants must have

  If the main applicant or other family applicant is divorced, and the original spouse has a registered minibus in the city at the time of the divorce, the divorce time should be earlier than June 1, 2020.

  2. Items to be promised by families applying for one-time additional issuance indicators

  All family applicants must promise the following:

  (1) Commit to agree to jointly apply for indicators;

  (2) Promise that the application information submitted is true and accurate, and be responsible for the authenticity of the information submitted;

  (3) After committing to agree to obtain the indicators, the vehicle will be registered in the name of the main applicant;

  (4) After committing to agree to obtain the indicators, all family applicants will no longer participate in any form of minibus indicator allocation in this city within 10 years.

  Three, one-time additional issuance index configuration method

  All additional issuance indicators are configured according to the total points of applicant families. The total family points are calculated as follows:

  The total family points are calculated by adding up the points of each family applicant. Family applicant points consist of basic points and step (waiting) points. Among them, the basic score for the main family applicant is 2 points, and the basic score for other family applicants is 1 point per person. For family applicants who have participated in the general index lottery, one point will be added for each step according to their accumulated number of steps; for those who are waiting for new energy indicators, one point will be added for each full year of the waiting time from the deadline for declaration, less than one point The part of the year is calculated by one year, and points are added for the number of steps accumulated in the previous lottery. Those who did not participate in the lottery or waiting for the lottery will receive no additional points. Ladder (waiting) points are calculated based on 24:00 on August 20, 2020.

  If the family applicant includes the spouse of the main applicant, the total family points are calculated according to the following formula: total points = [(main applicant points + spouse points) × 2 + sum of other members' points] × family generation number.

  If the family applicant does not include the spouse of the main applicant, the total family points are calculated according to the following formula: total points = (main applicant points + sum of points of other members) × family generation number.

  The number of family generations refers to the number of generations included in the family applicant, up to 3 generations.

  Fourth, one-time additional issuance indicator configuration process

  The additional issuance index work will start to accept applications on August 1, 2020. The configuration process consists of 5 stages, as follows:

  (1) Declaration

  Families who are willing to apply for a one-time additional issuance of household new energy indicators and meet the application requirements should complete and submit the application information through the passenger car indicator control management information system during the period from August 1, 2020 to August 20, 2020.

  (2) Personal qualification review of family members

  The information of all family applicants will be initially reviewed by the relevant review unit through data exchange and comparison, and the preliminary review results will be fed back before August 31. Family applicants can log in to the passenger car index regulation management information system to view the preliminary review results . If any family applicant or his spouse participates in the lottery and wins the lottery on August 26, the family is no longer eligible to apply.

  For family applicants who have not passed the preliminary review, they can submit a review application to the review unit before September 5 in accordance with the review process set by the review unit. The review unit will feed back the review results before September 10, and family applicants can log in to the passenger car index regulation management information system to view the review results.

  (3) Determine the finalists in order of points

  Families that have passed the qualification review are sorted in descending order of the total family points. When the total points are the same, the applicants will be ranked in the order of the earliest registration time in the passenger car index control management information system. Starting from September 11, applicants can log in to the passenger car index regulation management information system to query the ranking results.

  (4) Relative relationship review of shortlisted family members

  For families with the top 20,000 in the ranking of points, the municipal public security and population management department and the civil affairs department will verify the relative relationship of the family applicant, and feedback the verification results before September 30. During the verification period, the applicant family shall, when necessary, submit relevant materials in accordance with the requirements of the verification unit.

  (5) Issuance of indicators

  From October 1st, if the family applicant’s family relationship is verified, the indicator management agency will issue an indicator confirmation notice. If the relative relationship of the family applicant needs to be certified in the form of notarization, the main family applicant shall handle relevant notarization matters at the municipal notary office within 6 months after receiving the relevant notice. The applicant family should cooperate with the notary agency to submit relevant materials. The notarization can be submitted through the designated website or at the external office window set up by the district government. The indicator management agency shall issue an indicator confirmation notice after verifying the notarized certificate. If the notarization is not submitted within the time limit, it shall be deemed to have been abandoned automatically, and the indicator confirmation notice shall not be issued.

  5. Supervision and untrustworthy responsibility

  (1) The family applicants who are in the top 20,000 in the ranking of points are not allowed to participate in the allocation of indicators for passenger cars in this city in any form before the completion of the allocation of additional issuance indicators.

  (2) Family applicants should ensure that the application information submitted is true and accurate, and be responsible for the authenticity of the information submitted. For those who provide false information and materials to apply for passenger car indicators and seriously violate the promise to the administrative agency, the applicant’s application qualifications will be cancelled, the published indicators that have obtained the indicators will be invalidated, and the family applicants who are at fault will not be accepted within three years Apply for the indicators of the city and be included in the city’s public credit information service platform. Those suspected of forging documents that constitute a crime shall be transferred to judicial organs for handling in accordance with the law.
