After several months of work, the Citizen's Climate Convention handed over 149 measures to Emmanuel Macron a few weeks ago. This Wednesday, representatives of the CCC must this time meet with several members of the government to prepare a bill in the fall.

The Minister of Ecological Transition Barbara Pompili, the Minister of the Economy Bruno Le Maire and the Minister of Labor Elisabeth Borne and representatives of employers' organizations and trade unions are to participate in this meeting. Citizens must then discuss with representatives of local authorities in the presence of Jacqueline Gourault, Minister of Territorial Cohesion, then parliamentarians in the presence of Marc Fesneau, Minister Delegate in charge of relations with Parliament.

146 proposals retained by the Elysée

The 150 citizens of the Convention proposed 149 measures with the objective of reducing France's greenhouse gas emissions, 146 of which were adopted by President Emmanuel Macron, on a wide variety of subjects, from housing to food, through the artificialization of soils or transport.

The President of the Republic has removed the speed limit of 110 km / h on the motorway, a tax of 4% on dividends and the proposal of the Convention to rewrite the preamble to the Constitution by placing the environment above of other fundamental values ​​of the Republic. "We are there to defend our measures, to follow them, but not to co-draft a bill", explained to AFP Grégoire Fraty, on behalf of the association "les 150", which brings together 130 of the 150 citizens having taken part in the work of the Citizens' Convention. "What we are wearing are our 149 proposals, that's what we are defending and nothing else," he added, excluding "validating or invalidating measures" taken by the government.

Night train and heated terraces… First measures announced

Monday, during an Ecological Defense Council, some regulatory measures to fight against thermal sieves, heated terraces, rail freight or the artificialization of soils were announced.

"We will send a circular to the prefects asking them to scrupulously watch over this question of artificialization in the commercial authorization files", with the submission of the national commission for commercial development "on all new projects likely to destroy land agricultural or natural areas, ”Barbara Pompili told Le Monde . "Regarding the moratorium on shopping areas on the outskirts, it comes into force now," the ministry said Wednesday to AFP. "We are also examining a parliamentary approval mechanism which could come into force quickly if the action of the prefects did not make it possible to block current projects", adds the ministry.
