Four years ago, in response to the incident that 19 former residents were killed by former staff at a facility for people with intellectual disabilities in Sagamihara City, Kanagawa Prefecture established a new subcommittee to examine the welfare of persons with disabilities at the facility. The first meeting was held on the day.

Four years ago, in a case where 19 people who were in Tsugui Yamayurien, a prefectural mentally handicapped facility in Sagamihara City, were killed, a former sentence was sentenced to death by a former employee in March. It was pointed out that the staff raised discriminatory ideas while working at the facility.

Under these circumstances, Kanagawa Prefecture established a new subcommittee as it was necessary to consider the welfare of all prefectural facilities for the disabled, and the first meeting was held on the 29th.

At the beginning, Governor Kuroiwa replied, "In the process of overcoming the case, I would like to create a new welfare from the user's perspective. This is a historic task."

At the meeting, it was pointed out that the background of the abuse at the facility was verified and the necessity of hearings to the facility was pointed out. Therefore, I would like you to consider support that respects your will."

Professor Emeritus Yoshimichi Ogawa of the Kanagawa Institute of Technology, who serves as chairman of the department, said, "I would like to discuss not only the problems but also the welfare for persons with disabilities."

The subcommittee plans to compile the report by March next year.
