The case involved a total of 25 crimes and 90 illegal and criminal facts. It was a major gang-related case under the supervision of the Hunan Anti-gang Office and the Provincial High People's Court.
The court found out after trial that the defendants, Wan Cao, Huang Yunsheng and others, formed a triad organization "Kang Group" in Changde, Hunan for illegal gains, and used violence, threats or other means to intentionally injure, gather crowds to fight, and blackmail. Illegal and criminal acts such as blackmailing, provoking troubles, illegal detention, illegal buying and selling of firearms, etc., are non-performing evil and dominate one side, causing serious consequences such as serious injuries to 4 people, minor injuries to 16 people, and severe disability to 2 people.
The organization also took advantage of the shelter and connivance of individual national staff in Changde, Hunan and Bazhou (Bayingoleng Mongolian Autonomous Prefecture) of Xinjiang (a separate case dealt with), and organized violations of the law through forced transactions, fraudulent loans, illegal mining, gambling, and bid-rigging. Criminal activities have illegally controlled and monopolized the sand and gravel, mineral mining, engineering construction and other industries in a certain area, grabbed huge economic benefits, and severely damaged the local economy and social order. Wan Cao and Huang Yunsheng are the chief elements of this organization and criminal group. Among them, Wan Cao also committed intentional homicide with others.
The court found that the defendant had organized and led the crime of organized crime of a triad organization, intentional homicide, intentional injury, assault and other crimes, and several crimes were concurrently punished, and the death penalty was decided to be executed with a two-year postponement; the defendant Huang Yunsheng organized , Leading the crime of a gangster organization, the crime of intentional injury, multiple crimes, and decided to execute life imprisonment; the defendant Hu Changlin committed the crime of participating in a gang organization, the crime of intentional injury, and other crimes, and decided to execute the death sentence with a second suspension Year implementation.
