The Online Hate Observatory under the aegis of the Superior Audiovisual Council (CSA) brought together researchers, representatives of social networks, associations and the State for the first time on Thursday.

This new body created by the Avia law is responsible for "analyzing and quantifying the phenomenon of online hatred, improving understanding of its springs and dynamics, promoting the sharing of information and feedback between stakeholders ”, underlines the CSA in a press release.

The participation of associations and representatives of social networks

The observatory must bring together the big names in the sector such as Facebook, Google, LinkedIn, Snapchat, Tik Tok, Twitch, Twitter and Wikimedia France in several working groups, with associations such as e-Enfance, InterLGBT, La Quadrature du Net, la League of Human Rights, the International League against Racism and Anti-Semitism (Licra), SOS Racisme, the Representative Council of Jewish Institutions in France (Crif) or the Observatory of Conspiracy.

Dominique Taffin, Executive Director of the Foundation for the Memory of Slavery, Hasna Hussein, specialist in jihadist propaganda and sociologist Jérôme Ferret will also take part in the debates.

The National Advisory Council for People with Disabilities, the Defender of Rights and the Ministry of National Education are also represented, along with other administrations.

Deeming certain provisions infringing freedom of expression, the Constitutional Council had largely censored part of the Avia law in June.

In line with President Emmanuel Macron's commitment since 2018 to strengthen the fight against racist and anti-Semitic hatred that thrives on the Internet, the text put forward by LREM MP Lætitia Avia provided for platforms and search engines to be obliged to remove “obviously” illegal content within 24 hours, under penalty of being sentenced to fines of up to 1.25 million euros.
