Eric Dupond-Moretti and Yael Braun-Pivet before the National Assembly Law Commission - Jacques Witt / SIPA

This Monday was the day of hearing for Eric Dupond-Moretti before the law commission of the National Assembly. In front of the deputies, the Keeper of the Seals notably said he wanted to reform juvenile justice, which he proposed to supervise using a new device.

The Minister of Justice addressed a strong nod to the deputy Eric Ciotti and to his old proposal to provide a military framework for juvenile delinquents, without however giving specific details on his projects: “I am considering with the Minister of Armies to take up a proposal which trotted in the head of Mr. Eric Ciotti ", stated the Minister of Justice," it is obviously not ready, I have a lot, a lot, a lot of work, but I would like to share with you that, because that can summarize my vision of things a bit ”.

The minister wants young offenders to be tried more quickly

Eric Dupond-Moretti reiterated that he would lead the reform of the 1945 ordinance on juvenile delinquency, a reform “which is expected” and has “already been postponed”. He hoped that young delinquents would be judged faster and better and pleaded for "judges in family cases, children's judges, to travel to the territories so that petty crimes are quickly judged".

“When you look at some kids with respect, they become respectable. When you look at some kids as French, they become French, "said the minister, adding that he would prefer a young person" to have a soldier as an idol than a radical Islamist or a kingpin ".

"I obviously want there to be as little imprisonment as possible of minors whenever possible, that goes without saying", he said, pleading generally for a reduction in pre-trial detention, which must remain “exceptional”.

Dupond-Moretti will defend "like a madman" the assize court

In front of the deputies, the Minister of Justice also indicated that he will fight "like a madman so that the Assize Court does not die", while criminal courts have been experimented for a few months, without jurors. "The criminal courts are in the process of experimentation, we will allow this experimentation to take place," he declared. The experimentation of these departmental criminal courts, composed of magistrates, to judge crimes punishable by 15 to 20 years in prison, was launched as part of the vast and contested reform of the justice of 2019. “It's death of the Assize Court! », Exclaimed lawyer Dupond-Moretti.

In front of the deputies, the new minister again defended the Assize Court: “First of all, the popular jury is a breath of fresh air in the corporatism of the judges; secondly, justice is administered in the name of the French people and I do not see why the people are excluded from it, it is nonsense; thirdly, because I know it, the jurors who took part in an assize session, they know how justice works. "Before announcing the creation" very soon "of a" committee of reflection on the Assize Court ".
