The Yangtze River and the Huaihe River have formed floods, and the Taihu Lake has triggered a red warning

After another round of heavy rainfall, the water levels of the main rivers and lakes in the south, such as the Yangtze River, the Huaihe River, and the Taihu Lake, continue to rise. The strongest precipitation period is coming, and the flood control pressure of the "one river and three lakes" has further increased.

——Yangtze River No. 2 flood will pass Nanjing flood red warning in effect

At 10:00 on the 17th, the "Yangtze River Flood No. 2 in 2020" formed in the upper reaches of the Yangtze River. Relevant experts from the Yangtze River Commission’s Office of Defense and Hubei’s Office of Defense said that the Yangtze River No. 2 flood is expected to reach Wuhan within 4 to 5 days. The Wuhan water level will remain above the warning level until the end of this month. The flood control situation is still grim.

The Chongqing section of the Yangtze River ushered in the largest flood since the flood began on the 18th. According to the forecast of the hydrological department, a new round of Hongfeng will pass through the waters of Chongqing's main city on the 18th. It is expected that the water level of the Cangtan Station on the Yangtze River will reach 19.88 meters at 11 o'clock on the 18th, which is the highest level since the flood began this year.

The Jiangsu Provincial Department of Water Resources also upgraded the red flood warning for the Nanjing section of the Yangtze River at 9:00 on July 18, 2020. Affected by the lunar astronomical tide and the Yangtze River's large flow of water, the water level of Nanjing Station on the Yangtze River has risen to 10.26 meters at 7:50 on July 18. The high water level and large flow of the Yangtze River will continue for a long time in the later period.

——The Taihu Lake now exceeds the flood standard

Affected by the continuous heavy rainfall and the inflow of the Yangtze River since entering Meimei, a large-scale basin flood occurred in Taihu Lake.

According to the report of the Jiangsu Provincial Department of Water Resources on the 18th, the water level of Taihu Lake reached 4.7 meters at 8:00 on the 18th, second only to the third place in history, 4.79 meters in 1991. The Ministry of Water Resources estimates that the water level of Taihu Lake will reach the highest water level of about 4.75 meters before and after 20 days, and will exceed 0.1 meters.

"At present, the water situation in the Yangtze River and Taihu Lake is extremely severe. The water levels at 39 sites are over-alarmed, and 20 of them are over-protected." Jiangsu Water Conservancy Bureau said that the high water level in Taihu Lake will continue for a long time, and the flood control situation is extremely severe.

——Huaihe Flood No. 1 Formation in 2020

Affected by heavy rainfall since the 10th, the water level of the Wangjiaba Hydrological Station on the main stream of the Huaihe River reached 227.5 meters at 22:48 on the 17th, and "Huaihe Flood No. 1 in 2020" was formed.

At 23:48 on the 17th, the water level of the Wangjiaba Hydrological Station on the Huaihe River reached 27.53 meters. The Huai Committee Hydrology Bureau upgraded and issued the yellow flood warning in accordance with the "Interim Provisions on Early Warning of Water Regimes in the Huaihe River Basin".

According to the forecast of the next three weather phenomena in the Huaihe River Basin Meteorological Center, Wangjiaba is expected to have a maximum water level of about 28.7 meters on the 20th, exceeding the warning water level of 1.20 meters and 0.6 meters below the guaranteed water level.

The flood strikes! Southern level response

In the face of turbulent water conditions, Class I emergency response has been initiated in many places.

Recently, Enshi, Hubei experienced heavy rainfall. According to the Chutian Metropolis Daily, in the afternoon of the 17th, the water level of the Qingjiang River soared, and the backflow of the river caused waterlogging in the city. The urban air defense alarm sounded, and the masses moved overnight.

On the North Bridge Road along the Qingjiang River, the river surged across the hydrophilic corridor and rushed into many nearby residential areas. The central city of Enshi was almost soaked in water. Shizhou Avenue, which has the most serious water stains, has more than 2 meters of water and only half of the trees are left. The car floats on the water like a boat, and only the roof can be seen.

At 16:30 on July 17, the urban flood control emergency response of Enshi City was upgraded from level II to level I. The Enshi City Government urgently notified that residents below the Qingjiang River main stream and the Longdong River submerged line quickly moved. The Enshi State Public Security Bureau Transportation Bureau issued an emergency notice that day, and all temporary traffic control will be implemented in the Enshi city passage.

As of July 17, most of Jiangsu has been in the plum for 38 days or 39 days. Affected by the incoming water from the upper reaches of the Yangtze River, astronomical tides and local heavy rainfall, the water levels of all major rivers and lakes in Nanjing exceeded the alarm level.

Due to the soaring water level of the Yangtze River, Wumadu Binjiang Avenue in Gulou District of Nanjing City was flooded. At 08:00 on the 18th, the water level of the Nanjing station on the Yangtze River was 10.23 meters, exceeding the highest water level in history (1,22 meters in 1954). The Nanjing Municipal Defense Index decided to start the city's flood control level 1 emergency response from 10:00 on July 18.

The Anhui Provincial Department of Water Resources has also decided to start the Class I emergency response to flood and drought disaster prevention at 15:00 on July 18, 2020.

According to the WeChat public account of the Anhui Provincial Government Information Office, "Anhui release", at 12:00 on July 18, including the main stream of the Yangtze River and Huaihe River, there are 35 rivers and lakes in the province that exceed the warning level. At present, the water level of Wangjiaba in the Huaihe River is 27.92 meters. 0.42 meters; the Yangtze River main line is super alert 1.31~1.9 meters. There are 7 large-sized reservoirs, 36 medium-sized reservoirs, and 418 small reservoirs that exceed the flood limit.

When emergency rescue is in progress

Under the flooding, many polders broke out in many places, and firefighters and people everywhere were stepping up repairs to prepare for the subsequent water conditions and avoid causing greater losses.

On July 9, a dike broke out in Zhongzhouxu, Changzhou Township, Poyang, Jiangxi Province, and the breach was 188 meters long. As a result, 15 administrative villages in Changzhou Township were affected. After emergency repairs on the 5th night, at 8:22 on the 18th, Zhongzhouwei collapsed. This marks the smooth restoration of the embankment of Poyang Zhongzhouwei, which has the longest rupture, the deepest water, the most materials, and the most complicated construction environment, among the three flood dikes in Jiangxi Province since the flood season this year.

In the whole process of flood fighting and emergency rescue, the retrograde figures of fire rescue personnel in various places have also built a safe line of defense for people.

On July 17, a heavy rain fell in Xianfeng County, Enshi Prefecture, Hubei Province, causing a flood in the Shimenkan Village of Zhongbao Town to be besieged by floods. Fire rescue workers found a 5-year-old girl panicking when she went door to door searching for trapped people. Rescuers quickly took off their helmets and put them on for the little girl, chatted with her to appease her emotions, and carried them to a safe place. Netizens said that this scene is so warm!

The forecast map of the heavy rainfall areas in the country (from 08:00 on July 18th to 8:00 on July 19th)

Affected by heavy rains, at present, the Central Meteorological Observatory's meteorological warning for mountain flood disasters and geological disaster meteorological risk warning are in effect.

Among them, there is a high possibility of local flash flood disasters in southwestern Hubei and northwestern Hunan (orange warning). The meteorological risk of local geological disasters in southern Henan, northeastern and southwestern Hubei, northwestern Hunan, and eastern Chongqing is high (orange warning).

The Central Meteorological Observatory reminded that for heavy rainfall in the upper and middle reaches of the Yangtze River and the Huaihe River Basin, special attention should be paid to the impact of precipitation intensity and surface rainfall on the water level and flood conditions in the Yangtze River Basin, Taihu Basin, and Huaihe River Basin.

Sichuan, Chongqing, Guizhou, Hubei, Hunan, Jiangxi, Henan, Anhui, Jiangsu, Shandong and other places should be alert to the adverse effects of continuous disasters that may be caused by heavy rainfall and strong convective weather on flood prevention and rescue work.
