An envelope that many have been waiting for. Prime Minister Jean Castex announced on Wednesday a plan to invest six billion euros in the health system, in addition to the 13 billion euros in debt recovery of hospital debt already planned by the government .

These “six billion (euros) of additional investment support” will be added to the 8.1 billion euros already announced to improve the remuneration of hospital staff as part of the “Ségur de la santé”, the Prime Minister in his general policy speech to the National Assembly.

"Our health system has been severely tested during the crisis (due to Covid-19) and today justifies" this "unprecedented investment," said the head of government.

Prevention and quality of care

"The objective is to give more flexibility to establishments, to integrate the quality of care into the rules for funding hospitals and city doctors" and "to focus on prevention", he said. continued Regarding prevention, often considered as the poor relation of the French health system, Jean Castex said he wanted to "develop sport-health actions" and "involve the elected representatives of the territories more".

Regain medical time

"It is also from the territories that we will progress on the subject of access to a city doctor," said the Prime Minister, saying he wanted to "attract more doctors to our territories" and "allow those who are there are already working in a different way, with less administrative burden and more medical time ”.

"We must also develop telemedicine, which experienced a spectacular boom during the Covid crisis and whose place must now be consolidated in medical practices," he added.

Emmanuel Macron had promised during the epidemic of the new coronavirus a "massive investment and upgrading plan for all careers" in hospitals, faced with chronic difficulties for several years.

"Investment in buildings, equipment and digital will also be massive: we will generate a total of between 15 and 20 billion euros," he said in early July in an interview with the regional press. The Head of State, however, did not indicate what exact amount, out of this global envelope, he intended to devote to investment, which also included a strong debt recovery for hospitals.

The latter, announced as part of the "hospital plan" decided in autumn 2019, amounts to a total of 13 billion euros, interest included. The total debt of French public hospitals today amounts to almost 30 billion euros, excluding interest.
