Emmanuel Macron had promised during the epidemic of the new coronavirus a "massive investment and upgrading plan for all careers" in hospitals, faced with chronic difficulties for several years.
"Investment in buildings, equipment and digital will also be massive: we will generate a total of between 15 and 20 billion euros," he said in early July in an interview with the regional press.
