[Commentary] In Chengdu, Sichuan, there is a Sichuan Mountain Rescue Team, a social emergency force active in the civil society. They have participated in many disasters and accidents such as Jiuzhaigou earthquake rescue, Chongqing Wanzhou bus crash incident rescue, Zhangjiajie wing-mounted flight missing search and rescue, and also won the fourth place in the first national emergency force competition.

  [Commentary] It is reported that the captain Fu Jianjun is from Zhejiang and is a "fanatic" outdoor sports enthusiast. Since 2008, he has been engaged in rescue work for more than 10 years. Fu Jianjun introduced that the predecessor of the Sichuan Mountain Rescue Team was the Rams Southwest Corps, which was established in 2016. With the gradual standardization of social emergency rescue forces and the localized rescue deployment of the government. In 2019, the Rams Southwest Corps officially changed its name to the Sichuan Mountain Rescue Team, and the number of members in Sichuan has increased from the initial 20 officially registered members to 121, and 365 volunteers. The division of labor between the teams and departments, and the organizational structure have also been optimized.

  For example, we will have three search and rescue detachments, one is for mountain rescue, the second is for water rescue, and the third is city search and rescue, divided into three detachments. Others, including our communication group, training, and some special service departments, will be scattered among various departments.

  [Commentary] Huang Shuohan, the head of the training team of the rescue team, is a "veteran" figure in the team, and he has trained the regular members who have the stunt of "flying through the walls". He introduced that the rescue team has very strict requirements on the professional skills, psychological qualities, age, and physical condition of the regular members. At present, almost all the official members of the team have passed at least one rescue-related qualification or experienced outdoor practitioners. In order to ensure that the team members are always ready for a sudden field trip, the “daily” of the rescue team is filled with all kinds of physical training.

  Generally, like our training, it is generally required to carry a weight of 15 to 20 kilograms, and walk between 15 and 30 kilometers on a single day. If the time is short, we will have a 10 km hike. If it is a long distance, including some conventional routes for camping and trekking in the middle, it will generally be equipped with 15 to 20 kg (bearing weight), travel about 30 kilometers a day, and will choose camping sites for camping.   [Commentary] Huang Shuohan introduced that in addition to the training of the team members, the training of disaster prevention and relief knowledge and skills for urban residents, other social organizations, and even the main rescue forces is also part of their daily work.

  Every day, we will carry out some basic knowledge and skills training for the residents of the community for disaster prevention and reduction, self-help and mutual rescue. For the team and some other social organizations, we will need some technical and professional training on our side.

  [Commentary] In August 2019, in order to improve the overall rescue capability and build an efficient emergency management system, Chengdu established 38 municipal emergency social rescue teams, including Sichuan Mountain Rescue Team. Fu Jianjun said that with the "formal establishment", rescue can be more assured.
