Present "strong regulatory" measures to "make advertising a lever in the service of ecological transition and sobriety". This is the meaning of the bill announced on Friday and brought by the deputy Matthieu Orphelin, close to Nicolas Hulot. The text is co-signed by the 16 other elected members of the Ecology, Democracy, Solidarity (EDS) group, created in May and which include former “walkers”, LREMs from the left wing (Aurélien Taché, Cédric Villani…) and the former PS Minister for Ecology Delphine Batho.

To “green” this sector, EDS takes up the main proposals of the Citizen's Climate Convention on the subject, in order to “reduce the incentives for overconsumption”. "This is not a law of prohibitions, it is a law of mobilization of the entire advertising sector and progressive management of the products most harmful to the climate," said Matthieu Orphelin, co-president of the group EDS.

The text provides in particular in its twenty articles to ban new advertising video screens, those existing to be removed according to terms defined by decree. It also plans to gradually restrict advertising over seven years on the most emitting passenger vehicles, especially the larger SUVs.

A measurement tool for the carbon score

Elected officials also want to end advertising in the medium term on all products with a strong environmental impact, with a measurement tool to be determined by decree, reaching the carbon score proposed by 150 citizens. They also intend to gradually end the distribution in the mailboxes of unaddressed flyers, except in cases where a label authorizing this distribution is affixed to the box, thus replacing the principle of "Stop pub" by that of "Yes pub" .

The text also proposes to create a support fund for responsible advertising, or to introduce "the obligation to affix on all advertising a mention" Do you really need it? " aimed at combating overconsumption ”.
