Recently, Yuan Fuchun published blog posts through Sina Weibo and other questions, questioning the impostor in the process of selecting and hiring private teachers 26 years ago. After discovering public opinion, Lijin County established an investigation team composed of the County Commission for Discipline Inspection, the County Propaganda Department, the County Education Bureau, the County Public Security Bureau, and the Chenzhuang Town Party Committee and government. After investigation, Yuan Fuchun was from Chenzhuang Town, Lijin County (formerly Fuxian Township New Village), and the private teachers of the former Fuwo Patriotic Union Primary School in Lijin County made further investigations and verifications of the problems they reflected. 1. Regarding the problem of falling out of employment and being "impersonated". In 1994, the selection and recruitment of civilian teachers was conducted in towns and townships, and they were hired according to their overall scores from high to low. In the original Fuwo Township, the minimum selection score line was 125.72 points, Yuan Fuchun comprehensive score was 124.03 points, and the selection score was not reached (the original file is proof). At that time, the original Fuwo Township employed 25 people, and Yuan Fuchun ranked 23rd from the bottom, and there was no problem of being “impersonated”.
2. Regarding the problem of re-employment after the election. According to the spirit of Documents No. 32 and No. 33 of Lifa [1994], "Rural schools take townships (towns) as the unit, according to the requirements of their superiors, they make fixed appointments and positions, and choose the best teachers and staff." At that time, in the original Fuwo Township, the county party committee and the county government filed wrongly in the process of selection and recruitment. The school district was selected as the unit. After correction by the county education commission, the township was selected as the unit, and the school district was invalid. The original materials selected by the school district have been corrected by the materials selected by the whole township. Now Yuan Fuchun's "List of Teachers Engaged in the Patriotic School District" is a selection by the school district and is invalid.
3. Regarding the issue of being detained and detained by the Lijin County Education Bureau. Yuan Fuchun did not recognize his dismissal and was dismissed. Over the years, he repeatedly petitioned and complained at various levels and relevant departments, disrupting the office order. Especially on January 31, 2012, cooperating with others broke into the central state organs, causing adverse effects. In February 2012, he was detained by the Lijin County Public Security Bureau according to law, not by the Education Bureau.
4. Regarding the issue of continuing teaching until November after being hired. After investigation, at the beginning of the fall semester in 1994, the former fire teachers from Fuwo Township went to the County Education Commission to report Fuwo Town’s wrong practice. Based on the spirit of Lifa [1994] Nos. 32 and 33, the County Education Commission instructed the original Fuwo Township Party Committee, The government rectified the practice of selecting and employing school districts as a unit, and implemented uniform selection throughout the township. Yuan Fuchun, a former patriotic school district, and three others were hired because of low scores. Yuan Fuchun continued to teach in the school for less than a month, not personally stated until November.
5. On the status of their sanitation workers. Yuan Fuchun claimed to be an environmental sanitation worker. It is understood that Yuan Fuchun registered Dongying Haishun Property Service Co., Ltd. in Dongying Port and contracted the cleaning business of related enterprises. Yuan Fuchun was the actual controller of the company.
