On June 30, Yunnan entrepreneur and President of Shangri-La Native Fish Recovery and Protection Association Qu Tianwen accepted the reporter from China News Service.   Qu Tianwen grew up in Shangjiang Township, Shangri-La City by the Jinsha River since childhood. The Jinsha River is the upper reaches of the Yangtze River, with a length of 1,560 kilometers in Yunnan and a watershed area of ​​109,000 square kilometers. It is an important ecological security barrier on the upper reaches of the Yangtze River. The river fish in the Yunnan basin of the Jinsha River is rich in resources, and hundreds of fish have been found so far. "When I was a kid, I saw many kinds of fish in the Jinsha River, and people on the riverside often caught big fish weighing 40 to 50 pounds." Qu Tianwen recalled.

  With the economic and social development, as well as the continuous heating up of tourism in Diqing and Lijiang, the demand for Jiangyu has risen sharply, and prices have also risen. "Since the 1990s, there have been large-scale fishing in the Jinsha River by means of electric fish, fried fish, and poisonous fish." Qu Tianwen said, "This exhausting fishing method has allowed the Jinsha River indigenous fish species and quantity Both have fallen sharply." Long-term predatory fishing has led to the continued deterioration of the fishery resources on the Jinsha River, and many unique indigenous fish are facing extinction.

  In 2015, Qu Tianwen made up his mind to lead the establishment of a non-governmental public welfare organization-Shangri-La Native Fish Restoration and Protection Association (hereinafter referred to as "the Association"). At the beginning of the establishment of the association, Qu Tianwen funded and hired people to patrol along the Jinsha River, but with little success. "People are standing by the river for a long time, it is easy to slack; secondly, we belong to public welfare organizations, and we do not have the right to enforce law."

  In the second year, the association began to try to protect fish by rewarding reporting illegal fishing. To this end, the association has specially set up two reporting telephones, and rewards whistleblowers ranging from 3,000 yuan (RMB, the same below) to 10,000 yuan. The association's "fish protection action" has gradually been recognized and supported by government departments. Subsequently, the association launched a linkage with the fishery administration, public security departments and rural organizations in the two cities of Diqing and Lijiang to jointly conduct patrols on both sides of the Jinsha River and carry out propaganda and education activities on indigenous fish protection.

  Through the efforts of all parties, the Jinsha River Basin in Diqing and Lijiang has basically eliminated illegal fishing methods such as electric fish and trawling. Qu Tianwen said: "Now the species and number of river fish in the Jinsha River have increased a lot compared to previous years." At present, there are more than 1,000 volunteers joining the association, and the association's fish protection promotion has been carried out in Diqing Prefecture, Yunnan Province. Lijiang City, Dali City, Ganzi Prefecture of Sichuan Province and other places.
