[Commentary] On the evening of June 30, the "Law of the People's Republic of China on the Maintenance of National Security" formally came into effect. On July 1, the Chief Executive of the Hong Kong Special Administrative Region, Lin Zhengyue, said in Hong Kong that the legislative work demonstrated the central government's adherence to "one country, two systems" and its determination to improve the practice of "one country, two systems."

  [Commentary] On the afternoon of the same day, Lin Zheng Yuee met with the media together with the Secretary of Justice of the SAR Government Zheng Ruohua and the Director of the Security Bureau Li Jiachao. Lin Zhengyue pointed out that in the past 23 years, in the implementation of "one country, two systems" in Hong Kong, some new problems and new situations have emerged, and some areas need to be improved. The first is that the relationship between "one country" and "two systems" has not been dealt with seriously; second, the SAR has not been able to perfect the laws and systems that safeguard national security; third, it has failed to promote national history, The propaganda and education of national culture is especially aimed at the younger generation; fourth, it has failed to effectively promote and deepen the development of the relationship between the central government and the special zone.

  The work to be improved in these four areas has caused some crises and some risks in Hong Kong, especially when there are some local activists, some anti-government thinking is constantly spreading, and some external forces have formed some tensions, so that Hong Kong society will be triggered . Since June 2019, we have witnessed the riots in Hong Kong, which may have been a trigger. Of course, the central government also felt the need to take action because it saw the riots in Hong Kong since June 2019.

  [Commentary] Lin Zhengyue emphasized that the central government is determined to stop the chaos in Hong Kong for a year and restore Hong Kong to prosperity and stability. At the same time, it is necessary to protect the vast majority of Hong Kong law-abiding citizens from being harmed by the actions of a small group of people. This legislation embodies the central government’s high level of trust in the SAR. Hong Kong’s national security laws are national laws and involve complex international situations. However, the body that enforces this legal responsibility still belongs to the Hong Kong SAR.
