On the afternoon of July 1, the staff of the Housing and Urban-rural Planning and Construction Office of Huailai County, Zhangjiakou City responded to the report by the Beijing News reporter that the so-called lifting of purchase restrictions was false.
The payment date was June 10, 2020, "Notice of Huailai County People's Government on the Abolition of Certain Regulatory Documents" (Huai [2020] Document 43), which caused considerable controversy on the Internet. According to the document, the Huailai County People's Government decided to abolish seven documents that were issued by the county government and the county government office and did not meet the current requirements, exceeded the time limit, and automatically expired upon expiry. The abolished documents include "Huailai County People's Government's Implementation Opinions on Regulating the Order of the Real Estate Market (Trial)" (Huaizheng [2016] No. 62) (hereinafter referred to as "No. 62") issued by Huailai County in December 2016 Text").
The previous "No. 62" proposed that for the residents of Huailai County to purchase 3 sets of housing (including newly built commercial housing and second-hand housing), the first payment of the second set of housing should not be less than 35%, and the third set is not low Less than 50%; non-Huailai resident residents in Huailai have business, business and migrant workers who have no housing in the county and meet the following conditions (signing a labor contract for more than 2 years, paying social insurance for more than 1 year, and Proof of payment of taxes, etc.), the purchase of one set of houses is restricted, and the down payment ratio is not less than 30%.
To verify the news, in the afternoon of July 1, a reporter from the Beijing News contacted the Huailai County People's Government Office. A staff member with the surname Liu responded to the reporter, saying, "We have indeed issued the aforementioned Huaizheng [2020] No. 43 document. "
Afterwards, the reporter repeatedly contacted the Huailai County Housing and Urban-Rural Development Bureau. Finally, a staff member of the surname Yang in the office responded: "I asked the leader to confirm that the online purchase restriction policy is false. The previous purchase restriction policy was implemented from 2016 and was abolished by the end of 2018. At that time, a new document was issued to request the continued implementation of the purchase restriction policy. Due to the epidemic situation, the new policy is still being drafted. But so far, We continue to implement the purchase restriction policy implemented from 2016 to the end of 2018."
It is understood that Huailai County is located in the southeast of Zhangjiakou City, Hebei Province and borders on Yanqing District, Changping District and Mentougou District of Beijing.
