The Ministry for the Ecological Transition and Demographic Challenge has presented this Thursday its plan to recover the Mar Menor, which it considers one of the most threatened, and most imminent, stretches of the Spanish coastline.

The document, called Plan for the Protection of the Mar Menor Coastline , points to four major causes such as those responsible for the deterioration of the waters and coasts of the area, defined from the port of Pilar de la Horadada, in Alicante, to the Cape de Palos, in Cartagena.

The document identifies 30 areas of intervention and 77 specific actions, whose powers are distributed among the various administrations, to recover the Murcian lagoon. The measures contemplated include demolitions in the maritime-terrestrial public domain, removal of sludge and elimination of irrigation without authorization .

The Plan has been sent to the Autonomous Community of Murcia, as well as to the municipalities and other administrations concerned, on which several of the measures proposed in the document depend. Although it is a comprehensive action project, in no case is it intended to redefine the powers that the Law already provides for each administrative level.

The scientific community and NGOs will also receive the Government Plan, which is thus open, for a period of two months, to suggestions and comments.

The Secretary of State for the Environment, Hugo Morán, has indicated that "the State will execute the measures that are within its competence and will continue to cooperate with the rest of the administrations and entities to restore this valuable space."

The Ministry starts from the premise that the problems of the Mar Menor have already been identified, and are summarized in these four causes: discharges from the mining basin, discharges from agricultural activity, uses of various kinds in its environment and the stability of the coastline itself .

Quaternary Aquifer and public domain

The protection of the Quaternary aquifer, from which nitrates that pollute the Mar Menor, and the definition of the maritime-terrestrial public domain are the two competences on which the Ministry will act directly.

In this sense, the General Directorate of the Coast and the Sea will undertake the project of reviewing and delimiting the boundaries of the public domain, locating illegitimate uses of these lands and, if necessary, rescuing them. In fact, the document just presented identifies some areas in which there are occupations in the public domain "and on which action will be taken to recover them," indicates the Ministry.

Only once the discharge routes have been identified and eliminated will recovery plans be undertaken. The argument that they handle from the Ministry is that it would not make sense to make the seconds while contaminating compounds continue to arrive.
