Rejection of the referendum ordinance to ask for the restart of the Tokai Daini Nuclear Power Plant Ibaraki Prefectural Assembly June 23, 16:58

The Ibaraki Prefectural Assembly voted for a referendum ordinance to ask whether the Tokai Daini Nuclear Power Plant in Tokai Village, Ibaraki Prefecture should be restarted. As a result, the referendum will not be held this time.

The draft referendum, which asks whether the Tokai Daini Nuclear Power Plant should be restarted, was submitted by the prefecture after the citizen group submitted a document requesting the establishment of the ordinance last month and a signature of more than 86,000 people to Ibaraki prefecture. It was proposed to the prefectural assembly.

On the 23rd, a plenary session was held on the final day of the prefectural assembly, and the chairman of the Disaster Prevention and Environment Industry Committee, who was referred to the draft regulations, reported that the committee was rejected with a minority of approval.

After this, debates were held, and the “Ibaraki LDP,” which is the largest in the parliamentary group, and the “Citizens Forum,” which was created by the National Democratic Party's prefectural assembly, etc., have not yet completed verification of safety and formulation of evacuation plans. The opposition parties opposed the fact that it was not appropriate to decide how to hear their opinions, while the Communist Party and the Constitutional Democratic Party agreed that the role of the parliament was to deepen the discussion among the citizens of the prefecture.

And as a result of the vote, the ordinance was rejected by a large number of opponents such as the Ibaraki LDP, the prefectural forum, the Komeito, etc., and the referendum will not be implemented this time.
