  On the afternoon of the 22nd, Hong Feng crossed the Qijiang River in Chongqing, nearly 5 meters above the guaranteed water level. The reporter saw in the urban area of ​​Qijiang District that many bridges across the Qijiang River have been guarded by the civilian police, prohibiting the passage of personnel vehicles, and the cordon has been pulled up on both sides of the river. The civilian police and community staff are maintaining order on the side. Many roads along the river were flooded, and the rising water continued to flow into the residential buildings along the river.

  In the Caiba community of Wenlong Sub-district, which was severely flooded by floods in the Qijiang urban area, the flood has submerged the second floor of the residential buildings along the river. Only the top lights of the street lights on Binjiang Road are exposed. Many citizens who watched the flood along the river told reporters that this was the largest flood encountered since 1998.

  When a reporter from ChinaNews.com reached Nanzhou Elementary School in Linjiang, Qijiang District, the entire campus was immersed in the flood water and the water level had reached the basketball hoop position of the playground. Not far away, several tents with the words "disaster relief" have been installed and lined up one after another. Liu Shiqun, the community director of Nanzhou Elementary School, told reporters that after receiving the notice at 9 o'clock, the community began to evacuate the people and school students door-to-door and help the merchants to transfer property and materials. A total of more than 3,000 people were transferred and dispersed.

  In response to this flood, the Chongqing Municipal Flood Control and Drought Relief Headquarters launched a flood control level III emergency response and sent a working group to Qijiang to guide the rescue and relief work. As at 18:00 on the 22nd, a total of 43,725 people from 21 towns, including Gunan, Wenlong, Shijiao, Ganshui, and Yongcheng, were affected in Qijiang District.
