According to a draft agreement between Nicole Notat and the unions, the "Ségur de la Santé" could lead to higher wages in July. This "new remuneration system" would be studied by Parliament in the autumn and would enter into force retroactively.

The general increase in the salaries of non-medical staff at the hospital could take effect "from July 1", according to a draft agreement of which AFP has obtained a copy, which also provides for a "renovation" of premiums, with "a first step by January 1, 2021". The "Ségur de la santé", launched at the end of May, was to go "fast and strong", according to Minister Olivier Véran. In terms of wages, the lines could move very quickly.

The measure would come into force retroactively

The draft agreement discussed Friday between Nicole Notat and the unions is indeed based on "a basic revaluation from July 1": the million agents of the hospital public service (excluding doctors, who are the subject of a parallel negotiation) would benefit on this date from an identical revaluation, whether they are holders or contractual. 

This "new remuneration system" would however be "created by a legislative provision included in the Social Security financing bill for 2021", which will be presented in the fall and voted at the end of the year, the measure therefore entering in force retroactively. This general increase would be supplemented by an "additional increase" in favor of "nursing and medico-technical staff", the date of which is not specified, and by a "revision" of the salary scales of nursing assistants and nurses. , for which "a working group will be set up".

A merger of premiums in parallel?

The draft agreement also includes a "renovation of the compensation scheme" for non-medical agents, which has "more than a hundred premiums". These have "vocation to merge", with a few exceptions (overtime, night work, residence allowance ...). Without setting a deadline, the text indicates that "a first stage of implementation must be completed by January 1, 2021", to take account of "the end of the rating" in the public service, replaced by an "annual evaluation", paving the way for "the creation of an individual bonus paid once a year".

The revaluation of "first overtime hours" and "voluntary replacement days" is also envisaged in order to "limit the use of temporary workers", as well as the increase in the amount of the "collective profit-sharing bonus" introduced this year.
