Due to questioning the rationality of the school district division, the owners of a community in Chengdu filed an administrative lawsuit against the government department—

"The newly built primary school at the door of the house cannot go to school. What is the basis for the division of the school district?"

"The new elementary school in Jiamenkou cannot go to school. What is the basis for the school district? We need a reasonable explanation, otherwise it will be difficult to convince the public." On June 17, Mr. Zan and other owners of Carnival International Community, Chengdu High-tech Zone received a high-tech District People's Court's case acceptance notice.

A few days ago, Mr. Zan and other owners filed a complaint to the High-tech Zone Community Development Governance and Social Undertakings because of questioning the rationality of the division of the school district of the Chengdu High-tech Zone Community Development Governance and Social Undertakings Bureau, and many appeals failed. The court hopes to resolve the doubts of "adjacent school entrance, fair school entrance, and safe school entrance" through public hearings.

On December 30, 2019, the Sichuan Academy of Educational Sciences and the Chengdu High-tech Zone Community Development Governance and Social Undertaking Bureau held a contract signing ceremony for the planned construction of 4 public schools. Among them, "The Experimental Primary School Affiliated to the Sichuan Academy of Educational Sciences ( West District) is the east primary school of Xiangming 1st Road located on the south side of the Carnival Community, the east side of the Yuanda Metropolitan Scenic Area, and the west side of the South Extension Line of Hongxing Road. After completion, the official name is "Zizhou Primary School".

This news made Mr. Zan and other carnival community owners very happy, because the primary school land was established in 2014. The new primary school is only about 30 meters away from the community. Everyone thinks that the children of the community will be included in the new school, which means In the future, children no longer need to go to Xingzhi Primary School, which is 1.3 kilometers away and needs to cross the main line of the city expressway.

However, the final scoring results disappointed carnival community owners.

On May 28 this year, the high-tech zone announced the scope of primary school registration. The carnival community was not divided into the primary school on the east side of Xiangming 1st Road across the street, but it was still the Xingzhi Primary School. As soon as the news came out, Mr. Zan and eight other parents whose children needed to enroll in this fall could not sit still. They expressed their demands through the mayor's hotline and other channels, and carried out 6 with the Education Division of the Community Development Governance and Social Undertaking Bureau of the High-tech Zone. In the second discussion, there was no consensus on the result of the slicing.

"The response given by the Education Department is to ensure that every child has school. Newly constructed primary schools must first address the children who are out of school. In addition, they must follow historical evolution. This is very different from the fact." Mr. Zan and several others Parents do not agree with this explanation.

"The surrounding urban areas, such as the grand urban landscape and the Sino-Germany British Commonwealth District, which were included in the primary school on the east side of Xiangming First Road, were included in the Xinhua School in 2016 (the school was completed in 2014 and equipped with the expressway flyover). They were transferred to the newly-built Yindu Wisteria Elementary School North Campus. The children in these communities were not out of school, but they were transferred to the nearest new school three times, which is obviously inconsistent with the statement of the Education Department." Another carnival community owner Mr. Wan Said.

Mr. Wan told reporters that the high-tech zone has a shortage of educational resources. Although there have been some hidden safety hazards in the past when the children went to Xingzhi Primary School to cross the expressway, the community owners have been working hard to overcome difficulties and have not raised objections. The primary school on the east side of Xiangming 1st Road across the street is really incomprehensible, and it is inevitable to question the fairness of such scoring. "This is not a sentence of "nearly admission is not equal to absolute proximity, but relatively near". Yes, we want to know what are the principles and basis of such scoring?"

The reporter learned that according to the "Chengdu Education Bureau's Notice on Doing a Good Job of School Enrollment and Enrollment in Compulsory Education in 2020", it is required that the "district (city) county education administrative department should be based on the number of school-age children and adolescents, School distribution, school scale, traffic conditions, combined with factors such as new residential areas, streets and population changes, scientifically formulate the enrollment plan and service scope of each school. After the service scope is determined, it should be kept relatively stable. If adjustment is necessary, relevant units and parents should be invited Representatives fully participate and set a reasonable transition period. Degree-intensive areas should establish a degree early warning mechanism, strengthen publicity and interpretation, and reasonably guide parents' expectations."

After Mr. Zan and other owners submitted joint complaint materials, the reporter contacted the Education Division of the Community Development Governance and Social Affairs Bureau of the High-tech Zone for questions about "the division of school districts, the basis for decision-making, and whether the new school plans are publicly solicited for comments". The reporter did not receive a positive response from the relevant parties at the time of writing.

At the beginning of June, more than 300 homeowners in the Carnival Community supported the lawsuit due to repeated complaints to the Education Division of the Community Development Governance and Social Undertaking Bureau of the High-tech Zone. On June 8th, they entrusted a lawyer to file a complaint.

On June 17, the High-tech Zone People's Court formally accepted the case. At present, the specific court time is still being determined.
