"A shame", a "real scandal". On its site, the CGT of Toulouse CHU does not have strong enough words to denounce the differences in premium between management and caregivers. For the CGT of the Toulouse CHU, this is in addition to the “very comfortable salaries and very large bonuses each year” that management receives. The union demands that all CHU staff be able to receive the bonus of 1,500 euros and defends a 300 euros increase in wages.

While the controversy over premiums has been going on for several days, the management of the Toulouse University Hospital gave a press conference on Wednesday, June 17. She confirmed that five members of management will receive a bonus of 1,500 euros and explained why all the staff will not touch her. Thus, at the Toulouse University Hospital, out of the 15,350 staff, 12,949 can benefit from a bonus. 8,500 will receive the bonus of 500 euros and 4,432 people will be able to collect 1,500 euros.

As a reminder, this “exceptional” bonus was announced by Emmanuel Macron during his televised address on March 25. This aid was intended for "all healthcare staff, like all civil servants mobilized"and it had to “financially support [the] recognition” of the country. A decree of May 14 set the conditions: you must have held office for at least 30 days "including teleworking, between March 1 and April 30".

The decree also cuts France in two. Thus, in the departments most affected by the epidemic, professionals in public health establishments will receive 1,500 euros, mainly in the Grand-Est, Hauts-de-France, Ile-de-France. For establishments in less tense areas, the premium drops to 500 euros. An exception was made, however, for 117 hospitals that were mobilized during the crisis. The director of the establishment may then choose to increase the amount of the bonus to 1,500 euros "for the services or agents involved in the care of patients contaminated by the Covid-19 virus or mobilized by the exceptional circumstances of exercise" , indicates a press release from service-public.fr.

But beware, another detail, a decree of June 8 specifies that this increase is limited to "a ceiling of 40% of the establishment's staff". The Toulouse University Hospital is not the only hospital where this debate exacerbates tensions. In Nantes (Loire-Atlantique), the CGT also requests that all staff be able to collect the bonus of 1,500 euros.
